Position Summary
This position is part of the epidemiology and data science unit within the Research, Evaluation and Innovation Department. This position is responsible for organizing data collection processes, managing databases, creating data quality processes/strategies and reporting on metrics to funders and other stakeholders for assigned research and evaluation initiatives at ACCESS. The Program Analyst participates in planning, data collection, data quality, univariate analysis, reporting to funders, performance monitoring and improvement activities.
Core Job Responsibilities
- Design data collection instruments as appropriate to support research and evaluation. Includes using CareWare, REDCap, Microsoft Forms and other tools.
- Maintain databases Microsoft Excel, SPSS/SAS, R or other software, as needed
- Develop and run data management and transfer processes for evaluation and research studies.
- Develop and maintain standard indicators
- Manage, develop, improve and produce project-specific reporting for use internally and reporting to funders or other stakeholder
- Manage electronic health record data acquisition and create report requests for evaluation/research teams and as requested by REI leadership
- Collaborate with IS staff to develop reports and data sets from electronic health records
- Identify opportunities and implement changes to streamline data collection processes and improve interoperability between various data systems within ACCESS and with community partners
- Ensure accuracy and completeness of data files by conducting data validation, data cleaning and de-duplication using R, SPSS or other statistical software
- Troubleshoot database errors, resolve import/export problems and adapt data management procedures as appropriate
- Develop and maintain documentation for data management procedures including data acquisition processes, routes, workflows, codebooks, and other pieces as required.
- Establish and automate data tasks, including data quality checks, CQM, PDSA, & feedback loops
- Follow procedures to ensure security and confidentiality of patient health information (PHI) and personally identifiable information (PII)
Assist multidisciplinary teams including program, operations and evaluation staff by contributing data for grant applications, progress reports, report cards, memos, etc.
Transfer established processes to data specialists and interns as appropriate

Requirements/Preferences
- Bachelor’s degree required; Master’s degree preferred
- Two years of related experience, preferably in program evaluation, clinical research or healthcare required
- Excellent data management and quantitative/analytic skills and demonstrated experience working with large datasets and healthcare data required
- Three (3) years experience with SPSS and R coding/programming.
- Two (2) years experience working with data visualization in Power BI or other software.
- Preferred experience working with electronic health records (especially Epic) and database applications such as CAREWare, SPARS and REDCap
- Advanced proficiency in Microsoft Office suite required

Working Conditions/Equipment
- Work environments will vary between normal office, health center and community events.
- Local travel between health centers, office and community events/locations is required; mode of transportation required, if personal vehicle is employed, a current driver’s license and proof of insurance is required.
