- Actalent is currently seeking a qualified Business Analyst & Change Manager for a position with Bonneville Power in Vancouver, WA.* This Business Analyst position will provide high-level analytical support and assistance to the Resource & Work Planning (TEBW) team within the Transmission Engineering & Technical Services (TE) organization at Bonneville Power Administration (BPA). This position will assist with development of process improvement efforts that align TE with strategies developed by the Transmission Executives and Tier III Management. This includes requirements documentation for systems used to manage several hundred active projects from project initiation through execution to completion and close-out. The current state of the processes and tools to support this is still immature and there is a strong emphasis on coordination and facilitation for the Business Analyst in this position to assist with program maturation and systems support. The initial effort will be to develop and coordinate the efforts needed to mature the organization and to coordinate the development of cross functional processes and training. This position will work with a team of Business Analysts and Business Systems Analysts internal and external to TE to coordinate the development and maturation of the business processes within TE, setting the standard for Transmission. Responsibilities Include:
- Serve as a primary point-of-contact (POC) and subject matter resource for work scheduling and resource planning for assigned complex, high-level Transmission Engineering (TE) projects and/or for projects that may have system-wide impact, cross multiple district boundaries and/or span multiple years, from intake of work through construction to closeout. This work may include:
- Facilitate intake of accepted work (projects) for the TE capital work plan per written processes and guidelines.
- Analyze and recommend resource needs (people, materials and equipment) required to accomplish the work plan to the variety of RMs for the disparate Transmission disciplines required by project(s).
- Assist the design groups when new work arrives, recommending resource assignments and documenting the assignments.
- Collaborate with and use input from Customer Service Engineers (CSEs), Resource Managers (RMs), Project Managers (PMs), and representatives from the Engineering & Technical Services (TE) and Planning and Asset Management (TP) organizations, and other project stakeholders to develop and recommend effective resource scheduling.
- Collaborate with RMs and the Project Management Office (PMO) to validate that work is scheduled, committed to, status updated, and that resources are being utilized in the most efficient and effective way, taking advantage of other work schedules to improve resource performance.
- Validate, coordinate, track/monitor, and revise, as necessary, specific schedules for complex, high-level assigned projects in the MS Project system/database, confirming compliance with the Service Level Agreements (SLAs) between TEBW and the Project Management Office governing Microsoft Project.
- Provide guidance and assistance to Transmission managers, PMs, Contracting Officer’s Representatives (CORs), project teams and other stakeholders by liaising, coordinating, and maintaining regular and consistent communication regarding status of project(s), providing reporting on a regular and/or ad-hoc basis as requested.
- Provide project analysis and assistance to PMs, RMs, field personnel or engineering staff in responses to work planning and scheduling-related requests, issues, problems and/ or opportunities (such as an upcoming outage); recommend revisions to project schedules or action plans.
- Prepare reports, charts, and other presentation materials on the objectives, methods, status, metrics and findings of the work plan and program performance metrics analysis and findings.
- Analyze performance data and recommend areas for process and efficiency improvement efforts for streamlining Transmission work intake / resource planning and scheduling processes and tools; assist with implementation of BPA management-approved initiatives.
- Develop and maintain SharePoint resources to support Transmission Resource and Work Planning documentation. This work may include:
- Develop original sites, lists, libraries and associated content based on the needs of Transmission work planning.
- Perform administrative and maintenance activities such as site layout; content; access, audit and revocation of site permissions; and, other similar tasks.
- Provide general ongoing system monitoring and verification.
- Create automation within SharePoint to increase productivity using workflow alerts and subscriptions to increase productivity and efficient communication.
- Serve as POC and subject matter resource for Transmission Work Planning Scheduling (WPS) system(s), data accuracy / consistency, and advanced query and report functionality.
- Gather, organize, and reconcile data sets from various sources to verify data systems remain stable and retain integrity.
- Collaborate with appropriate personnel to define, draft, and recommend process and procedure documentation for the WPS reporting system, which may include new and existing processes and procedures. Create and draft change management plans and user guides to implement new processes for review, finalization and approval by the BPA manager/team lead.
- Lead work intake meetings for TE management, including agenda-setting, facilitation, and development of materials utilizing applications such as Visio and PowerPoint, as requested.
- Facilitate and assist in ongoing process development with an emphasis on coordinating and validating alignment to the strategic business vision and goals.
- Provide advanced analyst expertise for WPS system upgrades, enhancements, new functionality, multiple disparate integrations, and other system and program maturation projects; work may include:
- Participate in and assist with special projects and studies to assess the effectiveness of, and provide recommendations to improve resource and work planning systems and processes; present findings and recommendations for Transmission Management, as requested; serve as a Work Planning Scheduling (WPS) subject matter resource working directly with Tier III and IV managers to understand their organizational business needs. Note: some of this work may be performed in conjunction with active assigned WPS tasks.
- Research and document the existing project scheduling systems throughout the twelve TE Engineering Scoping and Design Tier IV organizations in Substation Engineering, Network Systems Engineering and Lines Engineering.
- Gather data from disparate sources and develop a way to link it under a single system.
- Research and document integrated functional requirements from multiple sources.
- Translate high level objectives provided by TE leadership into testable, measurable functional specifications.
- Analyze and document / draft cross functional workflows.
- Interview and conduct on-site observation across complex enterprise dynamics in Transmission Planning, Engineering, and Construction to ascertain unit functions, work performed, and methods, equipment, and personnel used.
- Assist BPA staff with the prioritization of initial feature development and subsequent releases.
- Develop requirement documents, configuration documents, and functional design documents.
- Decompose high-level information into details and abstract up from low-level information to resolve solution vs. requirements conflicts. Alert the BPA Manager or other BPA staff of any conflicts.
- Draft use cases, demonstrating how each class of user interacts with each system function.
- Draft effective user interfaces, addressing human factor design considerations.
- Participate in the implementation and integration of a Design Workflow System, to include coordinating, maintaining and documenting all design work.
- Coordinate and communicate evolving requirements throughout the complete project life cycle.
- Draft, document, and present detailed enterprise integration plans to appropriate BPA manager /PM/ team lead for consideration and acceptance.
- Develop and perform testing to validate upgrades and verify enhancements meet requirements and do not negatively impact the business in Microsoft Power BI, Microsoft SharePoint and internally developed software systems integrating Microsoft Access, Microsoft Excel, SQL Server Reporting Services (SSRS) or SQL Server Information Services relational database source systems.
- Plan and facilitate working sessions to analyze and document current state processes, and design or re-engineer future state processes.
- Perform expert level evaluation and assessment of business process change impacts and recommend appropriate change mitigation activities.
- Provide routine and/or administrative project management assistance for assigned WPS and program maturation projects, which may include:
- Produce key project deliverable documents including: requirements, process diagrams, project plans, and change management plans.
- Implement BPA-approved project plans and resource strategies as required to advance each assigned project / defined effort.
- Utilize tools and mechanisms, such as Access, Power BI, SharePoint and MS Project to manage work efforts and projects.
- Identify and request necessary subject matter experts and resources needed to execute work projects.
- Serve as a liaison between business and technical aspects of projects, including planning project stages and assessing business implications for each stage.
- Work with appropriate BPA manager / personnel to facilitate resolution of conflicting priorities and requirements, as well as conflicting team positions in order to build consensus among stakeholders and team members.
- Coordinate activities for designated projects to enable goals and objectives of the project to be accomplished within the prescribed time frame and funding parameters.
- Monitor progress of assigned projects to track timelines, milestones, deadlines, standards and targets; provide corrective action recommendations as needed.
- Track project issues and risks; recommend corrective actions to address and implement approved recommendations / actions.
- Maintain regular and consistent communication regarding assignment status and concerns with appropriate parties, including the BPA manager, project team, stakeholders and other interested parties.
- Maintain appropriate, accurate and complete project documentation.
- Maintain filing system(s), files, emails and records in accordance with compliance requirements. File and disperse documents/letters only to appropriate personnel. Maintain all official records in accordance with the Information Governance & Lifecycle Management (IGLM) standards and procedures. Validate official records are accurately maintained for auditing purposes.
- Qualifications:*
- A degree in Business Administration, Business Management, Accounting, Computer Science (or a closely related field) is preferred.
- 8 years of experience is required with an applicable Bachelor’s degree.
- 10 years of experience is required with an applicable Associates degree.
- 12 years of experience is required without an applicable degree.
- Experience should include direct work experience as a change manager, business analyst, strategic business partner or equivalent. Business analysis experience should be progressively more technical in nature.
- 5 years of experience applying methodology to process improvement and optimization efforts across multiple business units within a defined enterprise.
- Technical interview skills sufficient to facilitate group process design/requirements gathering sessions in a business environment.
- Experience performing and documenting root cause analysis and recommendation.
- Proficiency using the following software:
- Microsoft Project sufficient to: understand how the underlying data is stored and arranged. The selected candidate will not be expected to build Access Databases or Create MSP Schedules but a basic understanding of both is required to help with mapping processes.
- Microsoft SharePoint sufficient to: understand how data is presented using SharePoint Industry best practices. Knowledge of web part creation, document library set up and SharePoint workflows and how SharePoint interacts with other software solutions.
- Visio flowcharts sufficient to: create complex flow charts and process maps that represent current and future state processes. The use of Visio should be based on industry best practices and use swim lanes or SIPOC (Supplier Input Process Output Customer) methodologies.
