Program Description
The Enterprise Information Technology Directorate (EIT) provides supporting IT services to the Frederick National Laboratory for Cancer Research (FNL) and the National Cancer Institute (NCI) at Frederick scientific community. This support includes core infrastructure as well as conferencing audio/video, information security, web hosting, software solutions, end user support, and business systems. EIT data centers house the backbone of networking, compute, and storage across the enterprise and provide the scientific community with high-performance computing and tiered-storage capabilities. EIT software solutions, custom and commercial off-the-shelf (COTS), provide the scientific community with web and logistical automation solutions, as well as the back-office backbone, the enterprise resource planning (ERP) solutions.
Key Roles/Responsibilities
EIT is looking for an IT Business Analyst, Application Administrator to provide and support IT solutions across the enterprise with a focus in the critical area of Environmental, Health and Safety (EHS) directorate. The analyst will provide a range of technical support to EHS, from enterprise application administration, to data management and business intelligence. The analyst will be an integral member of the EIT team comprising a broad range of technical domains, with the opportunity to expand technical skills and provide novel solutions.
The IT Business Analyst, Application Administrator Will Liaison Between Business Owner Staff, COTS Vendors, EIT Infrastructure Staff And EIT Business Intelligence/reporting Staff To Perform The Following
- Deploy and drive adoption of new capabilities
- Configure, monitor, and troubleshoot applications
- Assist with data integrations (SQL, SSIS, Cognos)
- Work with Information Security team to maintain ATO (authority to operate)
- Design, recommend, create reports and reporting solutions (e.g., PowerBI).
- Perform as point of contact for EHS IT needs
- Elicit and document requirements for new systems
- Assist with RFI, RFP and selection of new systems
- Create solutions with available low-code platforms, MS PowerForms, MS PowerApps, SPO, PowerBI
- Work with EIT to create solutions or remedy legacy EHS systems
- Provide Business Analyst support to other EIT customers
- Define, design, create forms, database and reporting solutions as needed
- Examples of specific support include.
- Create and maintain dashboards for EHS departments, PowerBI & Sharepoint Online
- Create and deliver reports for Cority enterprise application using the tool’s query builder
- Automate, maintain, manage data and databases for security officers, key card systems, vaccinations, etc.
Basic Qualifications
To be considered for this position, you must minimally meet the knowledge, skills, and abilities listed below:
- Possession of an Bachelor’s degree in bioinformatics, math or a computer related field from an accredited college/university according to the Council for Higher Education Accreditation (CHEA). Foreign degrees must be evaluated for U.S. equivalency
- Knowledge of enterprise communication/issue tracking applications, or similar system(s)
- Experience querying data and generating graphs/reports
- Having exposure to relational databases and familiarity with SQL queries
- Ability to analyze multiple systems and information sources and create accurate reports
- Experience working in a multi-functional team environment
- Ability to prioritize multiple projects and communicate status of projects effectively
- Knowledge of data quality assurance methods and best practices
- Exceptional written and verbal communication skills
- Ability to work in a fast-paced setting, both independently and within a team
Preferred Qualifications
Candidates with these desired skills will be given preferential consideration:
- Experiencing using and creating solutions with MS PowerApps, Sharepoint Online, PowerBI
- Experience with SQL queries and working with relational databases
- Experience with SSIS, XML, JSON, or other data integration and conversation tools
- Experience managing applications in each of the following environments – SaaS, Windows and Linux
