What You’ll Get to Do
This is an exciting opportunity to aid the US Navy’s torpedo enterprise in developing and implementing the growing portfolio of Foreign Military Sales (FMS) cases. We are looking for a mid-level FMS Analyst to join the team and take ownership over FMS cases, include monitoring cost, schedule, and performance, solving programmatic issues, and communicating between stakeholders to help manage the program in adherence with FMS policies. Our team is structured to provide analysts with a mentorship environment conducive to both learning and teaching skills and processes related to FMS and program management.
More About the Role
- Assist US government (USG) clients in providing partner nations with programmatic support in the development, modification, amendment, implementation, and closure of FMS Cases.
- Communicate and coordinate with field activities, technical teams, industry partners, and others to identify, locate, and acquire/provide materials and services to satisfy country-specific requirements.
- Coordinate and support programmatic functions as requested by USG clients or partner nations, including Program Management Reviews (PMRs), Task Reviews, and other meetings
- Ensure that all work adheres to Navy and DoD disclosure policy for the export of U.S. Defense Articles and Services to foreign allies as outlined within the U.S. Arms Export Control Act and the Security Assistance Management Manual (SAMM).
You’ll Bring These Qualifications
- Bachelor’s degree or equivalent
- 5+ years of DoD FMS experience
- Active DoD Secret Clearance
- Experience in FMS case development, execution, closure
- Experience with security cooperation and security assistance programs as outlined in the SAMM
- Proficiency in Microsoft Office Suite, including MS Word, Excel, and SharePoint
These Qualifications Would Be Nice to Have
Familiarity with programs and procedures associated with FMS case management, including:
- Defense Security Assistance Management System (DSAMS)
- Management Information System – International Logistics (MISIL)
- Security Cooperation Information Portal (SCIP)
- Defense Integrated Financial Systems (DIFS)
- FMS funding process, including funding documents, stock diversion letters, SF-1080’s, and other relevant FMS documentation
- Preparation of briefing materials, minute taking, and action item tracking
