Job Summary
The Director of Data Trust & Enablement (DT&E) will be an experienced Data Governance and Data Literacy professional, responsible for driving transformational change around managing and using data as a key enterprise asset. Specifically, they will guide all Data Governance and Data Literacy efforts associated with the CHOP Data Warehouse (CDW) and business intelligence (BI) reporting assets and tools. The Director will be responsible for leading a growing a team of enterprise Data Governance and Data Literacy experts within the Data and Analytics (DnA) organization and architecting and scaling the necessary functions in their scope. They will establish and execute a Data Governance framework and a strategic roadmap to drive maturity in the disciplines of Data Access & Security, Data Quality, Metrics and Standards, Master Data Management and Metadata Management. They will champion CHOP’s self-service data strategy; promoting the appropriate use of data to drive insights across operational and clinical stakeholders and will lead the development and implementation of Data Literacy programs that promotes the education for high-impact use of data within the organization. They will establish and scale a Usability and Accessibility program within DnA to ensure products developed by analysts within or affiliate with DnA are high quality, easy to use, and usable to all staff regardless of their backgrounds and abilities.
The Director of DT&E will develop and manage a high-functioning team focused on end-to-end management of trusted data assets and mature the discipline, processes, polices and tools of managing information as a strategic asset. The Director will be passionate about creating, implementing, and fostering a federated data-citizen/stewardship model for trusted, high quality data and establish a Data Quality Center of Excellence (COE) responsible for identifying, tracking, prioritizing and remediating root causes of poor data quality. The Director will oversee the strategy and success of a Data Concierge team that serves as a data front door to clinical and operational stakeholders who have unmet data needs or data questions. They will also establish and promote the adoption of an enterprise Data Literacy Program to assist the organization to harness the power of data and enable leaders and contributors to read, understand, create, and communicate data as information. This program will upskill data resources to tell stories with data in a visual way to drive meaningful conversations, insights, and accurate decisions. They will lead change management and influence the cultural integration of the Data Trust Office, Data Literacy and Data Concierge functions by driving organizational alignment through stakeholder councils or other key channels.

This is an exciting opportunity for an experienced Data Governance and Literacy leader to work with senior clinical and operational leadership at CHOP to promote and demonstrate the value of data, drive increased analytical maturity, develop a data-driven culture, and set the standards for data management and use. This leader will have the opportunity to drive improved outcomes and operational efficiencies by utilizing modern data tools and platforms to increase data quality and promote trusted data to drive actionable insights for clinicians and departmental leaders. The Director will work with a highly talented, progressive, and innovative team which is transforming data and analytics across the enterprise.
The Director will be a leader supporting internal customers (clinical and non-clinical stakeholders throughout CHOP) in a rapidly changing, fast-paced setting. This individual requires the ability to learn and adapt quickly, collaborate with subject matter experts, and work with a variety of stakeholders with different needs and requirements. The successful candidate will be a self-starter who is able to work independently, and an entrepreneurial multi-tasker who can be highly efficient with ambiguity and complexity and enjoys being able to navigate changing direction of projects and strategies.
JOB RESPONSIBILITIES:
- Operational oversight of the Data Trust Office, Data Concierge team and Data Literacy Program activities in support of clinical and operational analytic leaders:
- Data Trust Office Management:
- Develops an overarching strategic roadmap to guide the implementation of a Data Trust Office with an executable data governance framework for Data Quality, Access and Security, Metadata Management and Master Data Management
- Drives the overall strategy, execution, and adoption of the metadata management technology platform to enable the self-service strategy and Data Governance and Data Literacy goals. This includes product and vendor relationship management.
- Establishes a Data Quality Center of Excellence (COE) and oversees the corresponding roadmap to mature the discipline of Data Quality including data quality profiling, root cause analysis/identification, monitoring, and resolution. This may involve selecting and implementing appropriate technology platforms to optimize the COE impact.

- Oversees the Data Governance functional and technical subject matter experts.
- Partners with stakeholders at all levels of the organization to socialize enterprise data standards, policies, and processes.
- Leads data governance committees and socializes program plans and strategic milestones as appropriate to drive adoption.
- Create and implement design standards for Data Visualization and promote best practices across the DnA organization. Promotes standards to Data Literacy for incorporation into literacy curriculum to scale design standards across all data personas.
- Lead cross-functional, agile teams of stakeholders, engineers, data analysts and other data professionals to implement solutions that lead to achieving significant improvements through project work in Data Governance such as Access and Security, Metadata Management, Data Quality and Data Visualization

- Data Literacy Program and Data Concierge Management:
- Creates and drive the enterprise Data Literacy framework for self-service analytics including the strategic roadmap, playbook, and overall program execution. This includes a federated operating model with Data Coaches as subject matter experts delivering course materials from key DnA product teams.
- Designs, implements, and evaluates data literacy pillars of work across a range of data and analytics upskilling programs including DnA University, Nucleus Communities of Practice and QI Data Education. Leverage communication channels for various learner personas such as webinars, workshops, Communities of Practice neighborhoods.
- Assesses data literacy levels across the organization through standard methods such as learning persona assessment and organizational needs assessment. Defines, monitors, and tracks data literacy and data capability adoption KPIs to measure improvement over time.
- Creates a culture roadmap and implement it to drive enablement of a data-driven, data-literate culture.
- Utilizes human-centered design methods to support Data Literacy curriculum. Acts as a subject matter expert to obtain, revise and/or validate training content, in concert with other subject matter experts across CHOP.
- Leads the creation of actionable deliverables to facilitate change, including communications plans, sponsor roadmaps, coaching plans, training plans, and resistance management plans, including the development of effective stakeholder engagement model.

- Remains current and contribute to all Data Literacy thought leadership; piloting and implementing best practices.
- Collaborates with other training functions within CHOP such as DBHI/ARCUS Data Literacy, IS Training and HR Training to leverage and share best practices for curriculum design and delivery (people, process, and technology).
- Partners with DnA leadership to ensure alignment of the Data Concierge team function within the larger DnA product team model as a supportive arm that provides data consumers with “white glove” concierge support. Track KPI’s and ensure effective and efficient operating model maintaining established SLA’s.
- Team & People Management:
- Leads a high-performing, agile, Data Trust and Enablement team to deliver efficient and effective, end-to-end technical and non-technical solutions and processes that have a significant operational return on investment.
- Mentors staff and develop a world-class, high performing, Data Trust and Enablement Team by establishing and clearly outlining career development goals.
- Manage daily routine activities such as coordination, coaching, mentoring, recruiting, budgeting, planning, delivery, quality, partner relationships, performance metrics, operations, efficiency, service level management, etc.

- Develops an integrated Data Trust and Enablement (Data Trust Office, Data Literacy and Data Concierge) roadmap which is aligned with the DnA strategy and accelerates the achievement of CHOP’s enterprise strategic goals and objectives.
- Engages with committees and key organizational decision makers to ensure alignment with organizational, departmental, and division strategy.

Required Education and Experience
Required Education:
- Bachelor’s Degree in a field related to data and analytics (such as data science, biostatistics, informatics, computer science, economics, or other quantitative science), or in healthcare leadership or business administration
Required Experience:
- At least ten (10) years in a management role in biomedicine or life sciences
- At least five (5) years leading Data Governance and Data Literacy initiatives
Preferred Education, Experience & Cert/Lic
Preferred Education:
- Master’s Degree in a field related to data and analytics (such as data science, biostatistics, informatics, computer science, economics, or other quantitative science), or in healthcare leadership or business administration
Additional Technical Requirements
- Requires broad knowledge of the field with demonstrated leadership skills and experience in area of supervision.
- Requires outstanding verbal, written, presentation and data storytelling skills; the ability make a compelling business case and tell a story using data.
- Ability to simplify complex ideas and communicate them effectively to a non-technical audience.
- Strong at goal setting, delivery, and execution ensuring clear success metrics are identified and customer service expectations are defined, monitored, and met. (i.e., SLAs and customer service KPIs).
- Work across a diverse set of teams and vendors to deliver solutions that align with Business strategy and initiatives.
- Proven experience designing, leading, and managing large scale transition change management/new program initiatives with emphasis on transformation
- Ensure that the team has an effective organizational development, training, and succession plan that in aligns with our overall workforce and location strategy.
- Ability to manage and balance multiple projects, effectively communicate goals, timelines, and challenges, and set customer expectations.
- Healthcare experience required.
- Knowledge of and experience in Business Intelligence software products such as Business Objects, Qlik, Power BI, Tableau as well as technology trends in this space
- Knowledge and experience leading teams in Data Governance and Data Literacy initiatives
- Knowledge and experience working in and driving culture change towards working in an agile development environment
- Knowledge of Instructional design methodologies, E-Learning Strategies, LMS management, computer-based training development skills preferred.
- Knowledge of data warehousing, data modeling, and experience in developing scalable data infrastructure to power enterprise analytics products

- Knowledge and experience with advanced analytics; statistics, machine learning, development, and implementation of predictive analytics in clinical or operational settings.
- Knowledge and experience working with an enterprise data catalogue to store analytics products, metadata, and data lineage.
- Knowledge and experience with Data Quality and Master Data Management technology platforms and best practices.
- Knowledge and experience working in an advanced data ops environment which utilizes version control (Github), release engineering, and automation (CI/CD) for release management.
- Knowledge and experience working with Epic analytics products (Caboodle, radar, slicer dicer, reporting workbench) a plus.
- Understanding of cloud computing platforms (AWS, Azure, GCP) a plus.
- Working knowledge of R, Python, MatLab, Apache Spark, and data science platforms a plus.
