Job Location: Bakersfield, CA
Under direction, to assist in providing administrative and budgetary guidance to department head and departmental administrative personnel regarding City services and business affairs; to conduct administrative studies and analyses; to submit recommendations and prepare reports; and to do related work as required.
As assigned, plans and conducts technical administrative duties and analyses; assists in the compilation, analysis and control of departmental budgets; gathers, tabulates and evaluates study data; formulates recommendations, prepares and presents reports; studies organizational layout and work flow; investigates and evaluates need for changes in budgetary allocations during the fiscal year; answers correspondence; provides administrative and budgetary assistance to departments, as requested; assists in the compilation and analysis of employee organization salary and fringe benefit requests.
Option 2:
To assist in administering the City’s self-insurance and risk management programs, including Workers’ Compensation. Performs analytical studies as assigned; collects and maintains data files; prepares reports; and performs related work as required. One year of experience in general insurance or municipal risk management, including workers’ compensation, required.
Training and Experience:
Graduation from an accredited college or university, with a major in Public or Business Administration, or closely related field, and one year of administrative and/or financial experience; or equivalent combination of education and experience which will provide the capabilities to perform the described duties.
Knowledge, Abilities, and Skills:
Knowledge of administrative techniques, including principles of organization, budgeting, planning, coordination, and personnel administration; of the techniques of administrative analysis; of statistics and graphic presentation; ability to gather and analyze data; to interpret rules and regulations; organize and write, clear, concise reports; to establish and maintain effective working relationships.
Promotion to Administrative Analyst II:
Promotion to Administrative Analyst II from Administrative Analyst I is made on a merit basis, without examination, one year after appointment to fifth salary step, subject to recommendation by the department head and approval by the Director of Personnel.

VACATION: Accrual rate is determined by bargaining unit.
1-4 years of service: 10 days per year.
5-13 years of service: 15 days per year.
14+ years of service: 20 days per year.
VACATION – FIRE SAFETY SHIFT PERSONNEL ONLY:
1-4 years of service: 4.68 (24-hr. duty shifts)
5-15 years of service: 7.02 (24-hr. duty shifts)
16+ years of service: 9.36 (24-hr. duty shifts)
HOLIDAYS: 13 paid holidays per year.
SICK LEAVE: Earned at the rate of one working day per month of service to a maximum of 120 days; portions therafter may be convertible.
ADMINISTRATIVE LEAVE: 10 days per year for General Supervisory and Management employees.
