The Senior Business Intelligence and Data Analyst (Sr Analyst, SQL Database Admin) will have a direct impact on the City by partnering with leadership to advance their reporting and analytics. They will be expected to immerse themselves in the day-to-day business to solve unique challenges using various data sources, have expertise in business intelligence tools, and business acumen. They must be comfortable being highly collaborative, working with others in IT and staff across all other City departments. This position is responsible for maintaining all City backend databases as well as working with staff to determine their data needs, using data tools and business knowledge to design and develop departmental and City-wide data analysis and reporting solutions. This position is also responsible for carrying out quality assessment of data, creating custom data reports, communicating analysis results, and providing visualization of the data delivered.The City of Commerce City has adopted a hybrid work environment that includes remote (telework) and in-person duties. This position offers primarily remote work and is required to be on-site when needed, this position will also have flexible schedule options. The hiring range for this position is $79,666/yr ($38.3007/hr) – $114,000/yr ($54.8081/hr).This position supports the Commerce City Police Department.

EXAMPLE OF DUTIES

Acts as the subject matter expert on all backend databases across the CityManage, maintain, and optimize backend databases per industry best practicesBe the go-to resource in the City for information, reporting & analytics from multiple data sources. Providing information that may inform the City on key decision-making for priorities and project work cross-functionallyServe as one of the City’s leading business intelligence experts, using data visualization best practices to create and advise on operational and performance dashboardsResponsible for evaluating complex data sets and generates effective data models for managing and apply best practices to optimize data performance.Performs high complexity ad-hoc dashboard and report modeling that meets existing and emerging reporting and analytical needsBuild relationships across teams to leverage and extend existing analytical research, collaborating with stakeholders for root cause analysis and process improvement, partner with the business units to understand data needs to support the businessCreate and maintain detailed reporting to identify drivers and trends within the dataArticulate understandable explanations of complex data or trends to all staff through oral, written and graphical presentationsDefine and document Tier 1 support role and provides Tier 2/3 support and subject-matter expertise for enterprise and departmental data and business intelligence tools and applications. Provide project management for assigned data projects and develop communications strategies for stakeholders in alignment with PMI and PMBOK best practices.Lead the development and delivery of both technical documentation and end-user training material for assigned applicationsEnsures that all work is end-user focused, committed to excellence, with strong attention to detail during all phases of the project life cycle including discovery, initiation, requirements, design, development, testing, and implementationProvide end-user training on business intelligence tools and applicationsResearch and stay current on relevant business intelligence tools, practices, and technologies and their application to the organizationParticipate in on-call after-hours support teamDocument all work products and progress in the IT Service Management SystemEnsure service level commitments are met to internal and external customersAll employees must model and demonstrate the City Values at all times during the course of employment; to include: Integrity, Collaboration, Innovation, Respect and ExcellencePerforms other duties as assigned

MINIMUM QUALIFICATIONS

REQUIRED: Minimum of a Bachelorโ€™s degree in Data Science, Statistics or related field; Minimum of 6 years of industry working experience in MS SQL SSRS and database management; Minimum of 6 years in a Data Analytics and/or Business Intelligence or similar role; Minimum of 1 professional certification required in any of the following areas: SQL Server, business intelligence, data analytics, ITIL, project management, or other relevant technical area/application; CJIS certified or ability to obtain certification within 30 days of employment. PREFERED: Masterโ€™s degree in Data Science or related field; 10+ years of industry working experience in MS SQL database management; 10+ years in a Data Analytics and/or Business Intelligence or similar role; 1+ year of developing curriculum, delivering training, or coaching others in topics related to data literacy, data analytics, reporting, business intelligence tools, data visualization best practices, or strategic planning; Experience in a similar role in local government; Experience and training in ITIL with ITIL Foundations Certification preferred An equivalent combination of education, training and experience which provides the required knowledge, skills and abilities may be considered.Knowledge, Skills, and AbilitiesA genuine passion for data and attention to detail in data is a mustStrong knowledge of the principles and practices of data analysis, business intelligence, business process improvement, project management and ITILStrong knowledge of data integration, including the ability to map City data and ensure that data adheres to API requirements, document integration logic and rules, identify, compare, and help resolve issues with data qualityStrong understanding of advanced database querying conceptsStrong knowledge of Relational Database Management Systems (RDBMS) โ€“ MS SQL requiredAdvanced experience in maintaining and optimizing databases โ€“ MS SQL RequiredAbility to develop and modify reports, verify and maintain information integrity, and design business intelligence dashboards, scorecards, charts/graphs, drill-downs, and dynamic reports to meet new information needsAbility to design, plan, and implement a data warehouse with ETL strategyExcellent oral and written communication skills, and comfort presenting conclusionsAbility to translate business requirements into technical requirements and business intelligence solutions that are aligned with the IT department strategic plan and industry best practicesSkilled in evaluating business needs and the availability of data to meet these needs within the enterprise data environmentSkilled in creating dashboards and custom reportsAbility to iterate with users to build products/solutions that deliver results, using both standard reporting and visualization tools with an exceptional user experienceAbility to cultivate the analytic capabilities of staff across the City.
