A bit of information about the Police Department vacancy:The Management Analyst reports to the Administrative Services Manager, who is responsible for the overall budget function of the Pomona Police Department. A typical day may include:
- Processing payments and deposits and ensuring they post to the correct revenue account lines;
- Assist in budget development & preparation of the annual Asset Forfeiture fund budgets (5 funds);
- Assist in the preparation and reporting of the annual asset forfeiture certification report;
- Oversee all Police cost recovery programs (Jail Booking, DUIs, False alarm program administration) and departmental purchasing procedures;
- Ability to handle and secure departmental confidential information.
The Management Analyst classification, under direction, performs journey level budgetary, financial, administrative and analytical support duties for an assigned department and/or division; oversees assigned administrative processes, procedures and programs; and provides highly technical and responsible assistance to assigned department and/or programs. For this specific vacancy, grants management experience is highly desirable.
Additionally, a typical day in the life of a Management Analyst in all departments may include:
- Monitoring multiple budgets, balancing various accounts and auditing files and processes;
- Prepare feasibility reviews of potential grant funding;
- Prepare grant applications, including abstracts, narratives, budgets, etc.;
- Complete grant reporting requirements (monthly, quarterly, annual and close outs);
- Prepare or review initial drafts of Council Reports, Resolutions, Ordinances and City Manager Memos;
- Ensure all agreements/contracts are reviewed by the City Attorney prior to Council action
- Conduct specialized research, studies and surveys;
- Assist with Payroll, Accounts Payable/Receivable, and Purchasing functions in the absence of regular staff.
Education and Experience
- Bachelor’s degree from an accredited college or university with major course work in public administration, business administration, or a related field. A master’s degree is desirable.
- One year of administrative and analytical experience is desirable, preferably within a local government environment, in the collection, compilation, and analysis of data involving financial, budgetary, or administrative issues.
License or Certificate
- Possession of a valid driver’s license.

- Oversee assigned programs and administrative support functions and specialized department programs. Participate in the development and implementation of new or revised programs, systems, procedures, and methods of operation; compile and analyze data and make recommendations regarding staffing, equipment, and facility needs.
- Assist in the drafting and implementation of policies and procedures; assist in the preparation of ordinances and other supporting program documents. Participate in the preparation and administration of assigned operating and capital budget(s); maintain and monitor appropriate budgeting controls.
- Collect, compile, and analyze information from various sources on a variety of specialized topics including complex financial, budget, or administrative issues or questions; prepare comprehensive technical records and reports to present and interpret data, identify alternatives, and make and justify recommendations.
- Conduct surveys and perform research and statistical analysis on administrative, fiscal, personnel, and operational problems or issues; monitor legislation and analyze proposed legislation.
- Serve as a liaison with employees, public and private organizations; represent the City in a variety of community groups, boards, commissions, State and Federal agencies, and other organizations.
- Participate in special projects including research of new programs and services, budget analysis and preparation, and feasibility analysis.
- Provide training in various areas to department employees including updated rules and laws, and other areas as required.
- Prepare and monitor program grants and related proposals.
- Perform related duties and responsibilities as assigned.

In order to maintain service to the public, departmental effectiveness, productivity and/or efficiency, a Department Director may assign an employee a different work schedule that is in compliance with the requirements of FLSA with Human Resources and Association approval.
RETIREMENT BENEFITS: Provided by the California Public Employee’s Retirement System. Every regular employee becomes a member immediately upon employment. New employees who become a new member of CalPERS for the first time on or after January 1, 2013 will be enrolled in the CalPERS 2% @ 62, FAS 3 Plan. New members will be required to pay at least 50% of the normal cost [Govt. Code Section. 7522030(c)]. However, a new employee who is a classic member of CalPERS or a current member of another California public retirement system will be enrolled in the CalPERS 2% @ 60, FAS 3 Plan. Currently, all new employees shall pay the CalPERS member’s retirement contribution of 6.75%. City of Pomona employees do not contribute into Social Security.
PAID HOLIDAYS: 13 paid holidays & 2 floating holidays are provided per year.
VACATION LEAVE:
- 1-3 years = 80 hours
- 4-5 years = 120 hours
- 6-8 years = 160 hours
- 9-15 years = 200 hours
- 16 years plus = 240 hours (maximum)
SICK LEAVE: 12 days per year (prorated if on any leave without pay).
EXECUTIVE LEAVE: Provided to Group C (exempt) employees. Accrue 80 hours per year.
GROUP INSURANCE PROGRAMS: These programs include medical, dental, vision, long-term disability, life and accidental death and dismemberment insurances.
- HEALTH INSURANCE: $700 per month; cash-in-lieu program available
- DENTAL: $75 per month
- VISION: Voluntary participation by the employee
- 125 BENEFIT PLAN CONTRIBUTIONS:
- Waiving coverage = $45 per month
- Single coverage = $65 per month
- Two-party coverage = $525 per month
- Family coverage = $825 per month
- LONG TERM DISABILITY INSURANCE: 66 2/3 of base salary for a maximum of 2 years after 60 days
- LIFE INSURANCE: $50,000 policy plus AD&D
EDUCATIONAL INCENTIVE PLANS are available for eligible employees to develop their knowledge and abilities.
- TUITION REIMBURSEMENT: $1,500 per year, provided employee is not receiving Education Incentive.
- EDUCATION INCENTIVE: This benefit is provided to qualifying employees for a degree from an accredited college when such a degree is higher than the minimum degree required for the position. Provided employee is not receiving Tuition Reimbursement or after one (1) year from date employee received Tuition Reimbursement.
