The Position

The City of Portland is seeking a highly motivated Complete Streets Data and Policy Analyst to work on the Complete Street Team at the Portland Bureau of Transportation.

The Complete Streets Data and Policy Analyst within the Planning Division team works in highly collaborative teams to bring data-driven decision-making to the development and implementation of new and existing policies that advance the city’s objectives for the public right-of-way. The position supports transportation planning, project development and implementation and is responsible for data gathering and analysis, policy research and development, inter and intra-bureau collaboration, communication of findings, and the creation of maps, graphics, and visualizations.

What you’ll get to do:


  • Manage
    discrete projects and individual tasks to bring data to the development and operationalizing of policies that improve multimodal access, advance multi-functional streets, and support day-to-day decision-making in the right-of-way

  • Support
    consistent, data driven processes for working through policy tradeoffs (e.g., between multiple modes of transportation) in capital project development

  • Develop
    implementation guidance for new or updated policies to be applied in daily right-of-way management activities such as development review

  • Apply
    principles of transportation planning, engineering, and design as well as those related to other right-of-way functions including public and private utilities, trees, and placemaking in the right-of-way

  • Apply
    policies related to Portland’s land use and transportation planning context, including Comprehensive Plan designated Corridors and Centers and Transportation System Plan (TSP) street classifications

  • Develop
    work products, findings, and guidance to inform uses of the right-of-way and share results with bureau staff and leadership

  • Perform
    technical research and complex spatial analysis using GIS and other tools, evaluate alternatives and establish data driven recommendations

  • Manage
    data and document (in written and verbal reports) methodologies for repeating over time and to monitor and evaluate program and process outcomes. Compile, track, and present data using a range of analytical platforms, such as ‘R’ or Tableau.

  • Serve
    as knowledge-expert for the Planning Division on citywide and PBOT data sets (street types, widths, assets, transit data, people movement, etc.); develop new data sets as needed

COVID-19 Vaccine Requirement

As of October 18, 2021, all City employees must be fully vaccinated for COVID-19. This is required for all positions at the City of Portland. Proof of being fully vaccinated is required by date of hire. You may request an exception, for health or religious reasons, from getting the COVID-19 vaccine at the time a position is offered.

Work Location
Currently, many positions with the City of Portland are being performed as a remote/onsite mix. In the future, these positions: 1) may remain as a remote/onsite mix or 2) revert to full-time at a city work location.

To Qualify

Applicants must provide details in their supplemental question responses and resume that demonstrate how their education, training and/or experience, meets each of the following minimum qualifications:


  • Experience
    with advanced geographic information system (GIS) concepts, principles, practices, and techniques, including computer mapping and attribute data conversion, transfer, manipulation, and analysis; proficiency with GIS spatial analysis tools and the ability to independently perform advanced GIS assignments with initiative and creativity.

  • Ability
    to do technical research and analyze complex problems, evaluate alternatives, and recommend or adopt effective courses of action.

  • Experience
    communicating and presenting complex technical information in verbal, written, graphic or other forms.

  • Ability
    to maintain effective working relationships with bureau staff and management, the public and others encountered in the course of work.

  • Ability
    to evaluate policy priorities and identify trade-offs to inform decisions about street design or allocating space in the right-of-way to support multi-modal transportation and access.


Applicants must also possess:


  • Some assignments may require a valid state’s driver’s license and
    acceptable driving record at the time of appointment.

  • Must be fully vaccinated for COVID-19 per City/State mandate or have an approved exception by date of hire.


Although not required an ideal candidate will have:


  • Experience
    with advanced data manipulation techniques, including the ability to utilize programming languages such as Python or R

  • Experience
    with Visual communications software including Adobe Illustrator and InDesign

  • Knowledge
    of the technical and policy needs of public and private utilities, trees, and placemaking
