The Position

The Bureau of Planning and Sustainability (BPS) seeks a Limited Duration Data Governance Analyst (Analyst II) to support the implementation of citywide data governance. Persons appointed to limited term positions will be designated as limited duration employees whose appointment shall not exceed two (2) years except for the extension of grants or funding from outside sources.

Data governance is the practices and policies to ensure and maintain data usability, integrity, and privacy within an organization. The City of Portland as an organization is investing in data governance to improve meaningful access to information. Data governance provides City staff and community members with transparent answers about how data is used, where data lives and who has access. This supports more informed decisions about participating in City programs and accessing services. Data governance also supports more opportunities for collaboration around shared data, evaluation of services and data informed decisions for policy and programs.

The Data Governance Analyst will exercise research and analytical skills, facilitation and stakeholder convening, project management, and communication skills to support the creation and implementation of citywide data governance. This position will help improve the structure and security of accessing City data. The position will also help create and facilitate a Citywide Data Governance Committee with representation from all City bureaus and offices.

The position will be a part of the BPS Smart City PDX Team. They will also work closely within several multi-bureau project teams that include data and equity analysts, program managers, web developers, database administrators, software engineering architects, information security specialists, and community engagement partners. Smart City PDX is a City of Portland program that partners with communities to make our city a place where data and technology are used to improve people’s lives and support data and research justice, with a focus on underserved communities.

What you’d get to do as a Data Governance Analyst:
This will be challenging and exciting work analyzing, creating, and implementing citywide data governance for the City of Portland. The position will work with a wide range of internal and external partners to help deliver and demonstrate the value of data management strategies and tools.

The following are examples of the type of work you will be doing:

  • Stand up and facilitate a Citywide Data Governance Committee with representation from all City bureaus and offices. Members will have voting authority to make binding decisions that impact all City staff.

    • This will build on prior work from a data governance planning team consisting of staff from nine bureaus and offices.
  • Manage the development and adoption of Citywide Data Standards, for example demographic data standards and minimum metadata standards.
  • Take part in the Smart City PDX’s Data and Equity Strategies Team and help scale their unique performance and data management approach. This includes applying tools and support processes developed for the City’s American Rescue Plan investments to citywide data needs.
  • Project manage the implementation of a citywide data catalog with technology infrastructure partners, Citywide Data Governance Committee, and community partners.
  • Identify strategies to build inclusive processes for community members to contribute to data sharing processes and policy development.
  • Work closely with the Bureau of Technology Services Business Intelligence and Data Visualization project team to identify and advance organization governance requirements to support new technology service offerings.
  • Work closely with the Bureau of Technology Services Infrastructure for Informed Decision-Making project team to identify and advance organization governance requirements to support new technology service offerings.
  • Answer questions and provide support to City staff implementing best practices for data collection, management, analysis, and data sharing.

COVID-19 Vaccine Requirement

Work Location
Currently, many positions with the City of Portland are being performed remotely due to COVID. In the future, current positions classified as “full-time remote” will: 1) become a remote/onsite mix or 2) revert to full-time at a city work location.

To Qualify

Applicants must specifically address and demonstrate in their cover letter and resume how their education, training and/or experience, meets each of the following minimum qualifications:

  • Ability to research and distill technical and cultural practices related to data management. This may include developing methods for convening conversations to gather information and make recommendations.
  • Knowledge of data governance practices and policies or other transferable knowledge of systems and change management within an organization.
  • Experience facilitating meetings with diverse internal and external stakeholders and ensuring that all voices are heard and are supported to participate
  • Knowledge of the challenges of data management and data analysis including data quality, data stewardship, and the various tools and strategies to address these challenges.
  • Experience with project management or program development including program evaluation and transparent and effective communication about progress and value of the project or program.
