The Legislative Department has an exciting opportunity for a creative, values-driven, high performing Legislative Analyst (Strategic Advisor-LEG BU) to join the Central Staff team. The Central Staff team serves as a division within the City’s legislative branch that brings counterbalance to the executive branch of government and the Mayor’s Office. We effectively engage with the other branches of government on behalf of the city council or its members. Our team provides independent, objective policy and fiscal analysis for all nine (9) councilmembers
Our work environment is complex and political as we play a critical role in laying the groundwork for the Seattle City Council to make informed decisions that shape our city. Land use, human services, public safety, transportation, utilities, parks, education, and civil rights are just some of the areas in which Central Staff analysts provide policy analysis to councilmembers. Our analysis helps Council understand the alternatives and trade-offs to impending decisions.
As a Legislative Analyst working on Housing, Human Services and Homelessness, you will play a pivotal role in the renewal of the City’s Housing Levy, policies related to the equitable development program, support for the City’s regional approach to homelessness through the King County Regional Homelessness Authority (KCRHA) and delivery of effective and culturally appropriate human services.

YOU WILL BE MOST SUCCESSFUL IN THIS POSITION IF YOU:
- Are a policy nerd and are excited about using your subject matter expertise to evaluate city policies.
- Have rigorous analytical skills that can be applied to any subject matter. The portfolio for this position will initially include housing, human services and homelessness. The analyst’s workload may change based on council priorities.
- Set a high standard in the quality of your work product and desire to continually improve.
- Take a proactive approach to meeting councilmember needs and understand how to successfully navigate a political work environment with elected officials who may have political views/orientations different from your own; and
- Are motivated to work towards ending institutional and systemic racism.
- Analyze data; evaluate policies, regulations, rules and procedures; develop options and make recommendations
- Evaluate departmental budget and policy proposals under the direction of Central Staff senior management and our budget coordinator
- Prepare thorough and concise written reports of various styles, including issue papers, decision agendas, presentation materials, and executive summaries
- Prepare and deliver presentations for elected officials in Council committees and other public settings as well as in private briefings with elected officials and their staff
- Draft legislation and amendments to legislation
- Perform other duties as assigned (note that assigned areas are subject to change)
YOU WILL BE EFFECTIVE IN THIS ROLE IF YOU HAVE THE EXPERIENCE, SKILLS, ABILITIES, AND KNOWLEDGE LISTED BELOW THROUGH A COMBINATION OF WORK, EDUCATION, AND LIFE EXPERIENCE AS DEMONSTRATED IN YOUR RESUME, COVER LETTER, AND ANSWERS TO SUPPLEMENTAL QUESTIONS:
- 5+ years of progressively responsible experience involving policy and/or fiscal analysis.
- Clear writing and solid presentation skills, which includes the ability to convey complex information succinctly and answer questions under pressure.
- Demonstrated skill and initiative in teamwork and team building.
- Track-record of applying a race and social justice lens to policy and/or fiscal analysis
- Ability to communicate the purpose, process, and outcome of your analysis to a broad audience.
- Ability to build relationships to get the job done, while maintaining objectivity.
- Knowledgeable about government budgets/finance.
YOU MAY BE EVEN MORE PREPARED FOR THIS ROLE IF YOU HAVE THE FOLLOWING KNOWLEDGE, SKILLS, AND ABILITIES:
- An advanced degree or additional experience in public administration, public policy, law, urban planning, or other field related to governmental policy.
- 2+ years of experience in affordable housing development or finance
- 2+ years of experience in social service delivery in a non-profit or government context
- Familiarity with or knowledge of associations, community organizations, key figures, and political issues

This position is covered by the PTE, Local 17 – Strategic Advisor LEG bargaining agreement.
