Culmen International is hiring a Data Analyst to provide support for the Deputy Chief of Naval Operations for Integration of Capabilities and Resources’ Fleet Readiness Division (OPNAV N83) Formal location of position will be at the Pentagon. However, this position will primarily be authorized to work remotely from home.

N83 is responsible for providing a comprehensive assessment of fleet readiness programs and assets, identifying operations and maintenance requirement, and providing analysis addressing the impact of shortfalls in funding. This work will require access to Planning, Programming, Budgeting and Execution (PPBES) and other information which shall not be disclosed outside the Department of Defense or other government agencies. This work requires the knowledge of OPNAV N83issues and organizational knowledge of the Navy.

Roles and responsibilities included but not limited to:

  • Provide technical analysis and coordination of software support tools. (MS Excel, Tableau)
  • Provide consultant guidance including policy analysis, methodology verification and development, qualitative cause and effect analysis, and data processing services.
  • Produce detailed components for validation and development of alternative assessment and budgeting products.
  • Provide Operations and Sustainment support for existing N83 Readiness Models.
  • Develop model linkages to support development of an integrated readiness assessment in support of Program Objective Memorandum (POM) decision making, as well as linkages to Navy readiness programs.
  • Provide enhancements to models and to maintain currency with policy (e.g.: OPNAVINST 5200.35A).

Basic Requirements:

  • Active Secret clearance
  • Bachelor’s degree from an accredited college or university with a curriculum or major field of study which provides substantial knowledge useful in managing analysis associated with large, complex AIS projects, or is closely related to work to be automated, and/or in a physical science, engineering, mathematics, or operations research-intensive discipline.
  • 5+ years of increasingly complex and progressive experience in data analysis, systems analysis; descriptive and inferential statistics; multi-variate data and exploratory data analysis and conducting Verification, Validation and Accreditation activities for AIS projects.
  • Operational use of MS Excel analysis tools and business intelligence tools such as Tableau; ability to collect data and prepare data sets, analyze, and visualize to gain insights and trends, report and present analysis results.

Additional Requirements:

  • Familiarity with decision analysis, and or multi-criteria decision-making techniques
  • Familiarity with Navy organization structure, especially OPNAV
  • Ability to work and coordinate with team members in both virtual and office environments
