WORKING JOB DESCRIPTION:
Uses a variety of analytic tools not limited to SQL, SAS, Tableau, R, or SPSS. Analyzes and reports Medicaid data errors, problems independently, and/or with assistance from Louisiana Medicaid program staff and supervisor. Acquires data from primary or secondary data sources to either reconcile Medicaid data or to identify and analyze other business requests. Presents findings and recommendations on these issues.

Creates, documents, maintains and develops technical documentation as it relates to ad hoc and recurring reporting needs. Analyzes structural relationship between data tables contained within. Researches, verifies and produces data reports to supervisor, stakeholders, top management, and other personnel as needed. Completes various analytic projects thoroughly, accurately and timely as assigned.

Gains experience in understanding the lifecycle of Louisiana Medicaid data from source to target, including a comprehensive understanding of how Louisiana Medicaid uses the data. Applies this knowledge to the development and implementation of improved processes for analytic workflows and products.

Qualifications

MINIMUM QUALIFICATIONS:
A baccalaureate degree plus three years of professional level experience in accounting; budgeting; contracts; economics; engineering; finance; financial auditing; grants; human resources; information technology; management analysis; operational auditing; policy planning; procurement; social services; statistical analysis; tax collections; or tax enforcement.

SUBSTITUTIONS:
Six years of full-time work experience in any field will substitute for the required baccalaureate degree.

Candidates without a baccalaureate degree may combine work experience and college credit to substitute for the baccalaureate degree as follows:

A maximum of 120 semester hours may be combined with experience to substitute for the baccalaureate degree.

30 to 59 semester hours credit will substitute for one year of experience towards the baccalaureate degree.
60 to 89 semester hours credit will substitute for two years of experience towards the baccalaureate degree.
90 to 119 semester hours credit will substitute for three years of experience towards the baccalaureate degree.
120 or more semester hours credit will substitute for four years of experience towards the baccalaureate degree.

College credit earned without obtaining a baccalaureate degree will substitute for a maximum of four years full-time work experience towards the baccalaureate degree. Candidates with 120 or more semester hours of credit, but without a degree, must also have at least two years of full-time work experience to substitute for the baccalaureate degree.

A master’s degree in accounting, business administration, economics, engineering, finance, industrial/organizational psychology, human resources, political science, public administration, social work, statistics, computer science, management information systems (MIS), quantitative business analysis-computer science, information systems and decision sciences, or computer information systems will substitute for one year of the required experience.

A Ph.D. in accounting, business administration, economics, engineering, finance, industrial/organizational psychology, human resources, political science, public administration, social work, statistics, computer science, management information systems (MIS), quantitative business analysis-computer science, information systems and decision sciences, or computer information systems will substitute for two years of the required experience.

NOTE:
Advanced degrees will substitute for a maximum of two years of the required experience.

Any college hours or degree must be from a school accredited by one of the following regional accrediting bodies: the Middle States Commission on Higher Education; the New England Commission of Higher Education; the Higher Learning Commission; the Northwest Commission on Colleges and Universities; the Southern Association of Colleges and Schools; and the Western Association of Schools and Colleges.

NOTE:
