within the ODHS Director’s Office, you will work closely with research analysts, economists, systems analysts, program managers and project managers. You will help support the establishment of organizational alignment and strategic focus around the use of comprehensive data-informed decision-making. ORRAI is responsible for providing employees, clients, legislators, other agencies and organizations, stakeholders, and the public with information to understand how data, research, and analytics informs decision-making at ODHS. These decisions impact client services, agency recommendations for change, large-scaled systemic improvements, and improve outcomes for children and families.

Provide leadership, training and coaching on the implementation of data-informed research-based tools to local partners, providers and ODHS staff.

Utilize research tools, concepts and strategies to enhance local decision-making regarding client services and interventions.

Support the development and training of internal staff, communities and partners in data-informed decision making for client services, programmatic effectiveness, and system needs and alignment.

Working to develop services within the community, facilities, and programs that support research, ensuring clients are receiving the right services, supports and interventions for the right length of time to improve outcomes.

Developing and promoting positive relationships within the local offices, community, providers, with other agencies, and the courts.
-
Evaluating program level needs for changes based upon data and research and make recommendations.
-
Providing alternative intervention strategies for working cooperatively with other agencies for client’s success as informed by research-based tools.

Acting as a feedback conduit and providing support to ODHS in continuous improvement activities around research-based tools, strategies and concepts.

Drafting project timelines and managing assigned projects to ensure tasks are completed within the proposed timelines.

Leading project meetings in a manner that garners participation by all participants across various partners.

Documenting decisions, action items, concerns and future agenda items.

A Bachelor’s Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills; and two years professional-level evaluative, analytical and planning work, or;
-
Any combination of experience and education equivalent to five years of experience that typically supports the knowledge and skills for the classification.

Excellent written and verbal communication skills including the ability to effectively communicate project tasks and outcomes.

Experience utilizing organization skills to manage competing deadlines.

Ability to gather, consolidate, and analyze data and facts to meet administrative requirements.

Understanding of project management concepts.
-
Experience preparing and presenting highly complex technical material and issues to non-specialists.

This position will have a hybrid work schedule. Your day-to-day work can be conducted remotely with occasional travel necessary. Travel may be to the ODHS Central Services Office in Salem or to various counties across the state of Oregon.

With the day-to-day work being remote, you can be located anywhere in Oregon for this position. You will be supervised by the ODHS Central Services Office in Salem.
