Our direct client is looking for a Senior Business Analyst for Long Term Contract in Harrisburg, PA
Job Description:
- UCMS and UC Tax Field audit program
- The incumbent is responsible for analytical, evaluative, problem analysis, solution outlining, solution testing and documenting activities in the support of Unemployment Compensation Management System(UCMS).

- Strong organization and writing skills. Experience developing graphic representations of complex business processes.
- Knowledge of formal requirements gathering methodologies.
- Adhere to and ensure project compliance with all applicable information technology policies, guidelines, security and standards.
- Plan, coordinate and facilitate sessions with program staff and internal and external customers in a variety of business areas.
- Document business process flows, business rules, and develop process diagrams using diagramming tools.
- Develop and document Business and/or Functional Requirements, including but not limited to project initiation documentation, what the needed achievements will be, quality measures, and what the system, process, or product/service must do in order to fulfill the business requirements.
- Perform Business Process Reengineering (BPR) including assessment of existing business processes (As-Is Assessment), determination of future state (To-Be Assessment and Requirements), BPR gap analysis and assessment, and the general and detailed system design activities needed to support the business systems.
- Knowledge of systems development lifecycle, requirements traceability, and testing.
- Coordinate Business Analyst SDLC responsibilities as a team member across projects and applications as assigned in various development methodologies.
- Experience developing report specifications – define the purpose of a report, its justification, attributes and columns, owners and runtime parameters.
- Act as a liaison between the stakeholders and application development staff to foster a productive relationship between IT resources and program management staffs.
- Perform related duties as assigned.
SKILLS MATRIX:
- Experience using formal requirements gathering methodologies – Required
- 4 year college degree or equivalent – Strong Plus to Have
- Experience developing business, functional, and non-functional requirements – Required
- Experience developing Requirements Traceability Matrix – Required
- ITIL Experience – Required
- ITIL certification – Strong Plus to have
- Agile experience – Required
