The Division of Occupational Licensure (“DOL”) is responsible for oversight of 28 boards of registration, as well as the Office of Public Safety and Inspections and the Office of Private Occupational School Education. Collectively, DOL boards and offices license and regulate more than 580,000 individuals, businesses, and schools to engage in over 150 trades and professions in Massachusetts.
The mission of DOL is to protect the public health, safety and welfare by licensing qualified individuals and businesses to provide services to consumers. In addition, it is the duty of the DOL to ensure fair and consistent enforcement of the licensing laws and regulations. DOL seeks to promote consumer protection, a fair and competitive marketplace, and education and outreach.
The Division of Occupational Licensure is seeking to hire a Technical Business Analyst to join the Performance Management and Program Integrity Unit. The Technical Business Analyst will be responsible for creating program and process documentation for process improvement recommendations, software and application analysis and configuration, and related data planning and functionalities. The incumbent will investigate, document, and translate business problems into functional requirements, needed workflows, and data plans to support process improvement and new application and workflow development. The Technical Business Analyst will collaborate with developers, other business units, and users to support DOL’s key business processes and applications.
The primary work location for this role will be at 1000 Washington Street, Boston, Massachusetts 02118. The work schedule for this position is Monday thru Friday, 8:45 AM – 5:00 PM.
This position would be expected to follow a hybrid model of reporting to work that combines in-office workdays and work-from-home days, based on operational needs.
Duties and Responsibilities:
- Support DOL’s key processes and applications by documenting new and existing processes and procedures to aid in maximizing software and application capabilities
- Maintain business systems standards by applying project management methods, tools, and processes as standard practice
- Develop and review specifications for enhancements to DOL’s Enterprise Applications and database environments
- Create accessible documentation translating business language into operational/software language to support developers and data migration from access databases into Salesforce
- Investigate, gather, and document business requirements from technical and non-technical users
- Translate business problems into functional requirements, needed workflows, and use case documents or operational artifacts
- Develop data plans to support application development using gathered data and requirements
- Create and execute comprehensive system test plans, conditions, test scripts, and test cases
- Provide functional expertise to developers during the design and construction phases of projects
- Directly support users through troubleshooting complex problems involving various systems and/or system components
- Assist in the creation and delivery of related user documentation and end user training as requested
- Liaise between the Agency Performance, Program Integrity, and Innovation Department and other DOL Business Units
Preferred Knowledge, Skills and Abilities:
- Two (2) years of Business Analyst experience within a large IT enterprise environment, with government or state agency experience a plus
- Demonstrated ability to perform process analysis, process improvement, process design, and data planning work to support technical workflows
- Hands-on experience designing program integrity checks
- Proven ability to prepare technical documentation including:
- Business process models
- Cross functional flow charts
- Data catalogs
- Technical project SOWs
- Project Plans
- Performance analysis documents
- Strong analytical skills with the ability to evaluate, consolidate, and extract information and details gathered from various sources to functional requirements
- Demonstrated ability to effectively identify and translate user requirements into business, functional and test scenarios for projects of various sizes and complexity
- Professional knowledge of formal software development life cycle methodologies
- Intermediate proficiency with Microsoft 365, including Word, Excel, PowerPoint, Visio, Teams, and SharePoint
- Highly organized and able to maintain detailed documentation on processes, standards, and projects
- Exceptional time management and prioritization skills, with the ability to effectively delegate and multi-task
- Ability to work independently and collaboratively with technical and non-technical staff, as well as upper management and across organizations
- Strong written and oral communication skills with the ability to clearly communicate and provide technical support to both technical and non-technical audiences
SALARY PLACEMENT IS DETERMINED BY YEARS OF EXPERIENCE AND EDUCATION DIRECTLY RELATED TO THE POSITION AND THE HUMAN RESOURCES DIVISION’S RECRUITING GUIDELINES. IN THE CASE OF A PROMOTIONAL OPPORTUNITY, THE SALARY PROVISIONS OF THE APPLICABLE COLLECTIVE BARGAINING AGREEMENT WILL APPLY TO (OR WILL BE UTILIZED FOR) PLACEMENT WITHIN THE SALARY RANGE.

Applicants must have at least (A) Bachelor’s degree; (B) three years of full- time, or equivalent part time, professional experience in business management work, the major duties of which included at least two or more of the following functions: information technology, public policy, business, or management analysis, and (C) any equivalent combination of the required experience and the substitutions below.
Substitutions: A Master’s or higher degree* with a major in information technology, business administration, industrial engineering, industrial or business management, or public administration is preferred and may be substituted for the required (B) experience.
- Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
