The Statistical Center for HIV/AIDS Research and Prevention (SCHARP) at Fred Hutch is a full service statistical and data management center focused on HIV prevention research and COVID-19 vaccine development. SCHARP has an annual budget of over $40 million, more than 180 employees and is currently managing over 40 active phase I – III clinical trials in over 150 clinical sites around the world. SCHARP is seeking a Business Intelligence Program Manager II to manage a team of junior analysts. The Business Intelligence Program Manager will manage team’s work allocation and prioritization, monitor deliverables, and manage resources and priorities. The Business Intelligence Program Manager will define best practices and standard procedures and ensure their adoption across the team.
The Business Intelligence Program Manager effectively partners with internal and external stakeholders to define requirements and leverage their expertise of business and data analysis and technical skills to develop insightful, reusable, and easily maintainable operational reports and dashboards. Core to the role is the ability to lead staff, communicate effectively, be a subject-matter and technical expert, be highly collaborative and responsive to the needs of customers within an environment of cooperation and respect.
The Business Intelligence Program Manager also facilitates project and program management of Report Mart operations at SCHARP. In this capacity the incumbant works within the department and cross-teams leads, analyzes data management tools, technology and practices to define with leadership the department’s organizational objectives. The Business Intelligence Program Manager is responsible for managing multiple projects concurrently, manages Intake, project resourcing, andcross-functional work efforts within the department.The individual will will work closely with leadership across teams, collaborate directly with the SCHARP department Director, the SCHARP Business Management Team and with internal and external stakeholders.
The Business Intelligence Program Manager is a critical thinker and a leader who can create team’s strategic vision in alignment with the organization’s strategic vision, and influence development of policies, procedures, and standard practices.

Responsibilities:

Responsibilities may include all or some of the following:
  • Manage junior Business Intelligence Analysts as assigned including work allocation and prioritization, deliverables, staff development and performance reviews.
  • Lead the Business Intelligence Analysts team to define process and best practices for gathering requirements, and developing, testing, and maintaining reports and dashboards within SCHARP’s Report Mart.
  • Lead the team in translating user and business needs into actionable, creative, and insightful reports and dashboards with high attention to detail, accuracy, and timeliness within SCHARP’s Report Mart.
  • Partner with cross-functional teams to evaluate existing reporting and identify opportunities to provide more in-depth analytics using Report Mart to serve SCHARP teams, network partners and stakeholders.
  • Facilitate the development of standardized libraries and re-usable reports to gain operational efficiencies.
  • Develop and apply best practices throughout the reporting life cycle.
  • Respond to implementation issues and troubleshoot user problems with the team.
  • Perform peer review of reports built by BIA analysts.
  • Foster and promote the long-term development of the team by cultivating an irresistible organization and an environment of continuous learning.
  • Participate in development of new or updated standard operating procedures.
  • Engage and work successfully with multidisciplinary data, technology and project teams to ensure business needs are adequately met through appropriate technology solutions.
  • Strive to continuously build knowledge and skills in project / program management methodologies and business intelligence analysis and tools.
  • Ensure adherence to standard operating procedures in the team.
  • May include Tableau Server Site Administrator responsibilities such as:

    • Fulfil the role of System Owner of Tableau Server application as part of Computer System Validation to ensure 21 CFR Part 11 compliance.
    • Create and manage site user groups, permissions, and content structure.
    • Monitor site content, traffic, and performance and report out to data governance committee on a regular basis.
  • Independently manage Report Mart projects and program portfolio.
  • Effectively use written and oral communication skills including meeting facilitation, creation of clear, concise project documents, presentations, and status updates to sponsors and stakeholders.
  • Build and maintain strong working relationships by serving as a primary SCHARP assigned department liaison.
  • Collaborate with departmental leadership in planning and scheduling clinical, technical, and operational projects in support of the department and/or SCHARP.
  • Facilitate the development and implementation of key goals, objectives, and success criteria for the program with sponsors and cross-department stakeholders.
  • Develop and maintain processes for timeline and resource tracking and reporting; represent BIA Team for work management tool implementation.
  • Oversee all aspects of assigned programs and related sub-projects to ensure completion within defined scope, quality, time, and cost constraints.
  • Plan and implement assigned projects including developing project artifacts including charters, change management plans, communication plans, schedules, and risk, issue, and decision logs
  • Work with SCHARP Business Management Team to identify key performance indicators and track and improve operational business performance.
  • Track the volume of department requests, maintain visibility of the portfolio of projects
  • Successfully manage and independently prioritize multiple projects in varied environments and adapt to different project needs, constraints, and value.
  • Identify and oversee team process improvement opportunities to drive standardization and solve root cause issues with a focus on increasing organizational efficiency.
  • Serve as business and technology solutions specialist for Report Mart.
  • Other duties as assigned.

Qualifications:


Minimum Qualifications:
  • Bachelor’s degree in business, computer science, or a scientific, technical, or health-related field, and seven years experience in business analytics, data analytics, project planning, and/or project / program management OR an equivalent years of education plus experience.
  • 2+ years’ experience managing or developing reports using an enterprise reporting tool such as Business Objects, Tableau, Power BI, or SQL Server Reporting Services.
  • At least 1 year of experience mentoring, leading or direct supervision.
  • Working knowledge and demonstrated experience with project and program management methodologies, strategy and risk management, planning, and change management.
  • Strong analytical and quantitative skills with the ability to use data and metrics to back up assumptions, recommendations, and drive actions.
  • Experience working through the entire software development life cycle.
  • Experience with project management tools/applications such as MS Project, Jira, Slack, MS Office suite, SharePoint, Teams
  • Experience working with executive leadership and all levels of management
  • Strong relationship building and interpersonal skills including written and verbal communication skills necessary to build effective working relationships and positively influence decision making.
  • Demonstrated consistent ability to lead cross-functional teams and deliver technical solutions while mitigating or removing hurdles / obstacles.
  • Demonstrated ability to multi-task and skilled in prioritization while maintaining a high-quality output of work.

Preferred Qualifications:
  • Master’s degree in business, scientific, technical, or health-related field.
  • Experience with Business intelligence tools and techniques
  • Experience working in clinical trials and data management.
  • Knowledge of and experience in programming for scientific research and good clinical data management practices in health research.
  • Knowledge of CDISC standards such as CDASH and SDTM.
  • Experience implementing data governance best practices within a team.
  • Working knowledge of relational database management system.
  • Experience working as Tableau Server system and/or site administrator.
  • Tableau Certification or other BI tool certification.
  • PMI Certifications: PMP, CSM or ACP.

The annual base salary range for this position is from $106,427 to $168,223 and pay offered will be based on experience and qualifications.
