Job Description:

The Data Analyst will assist with the collection, management, analysis, and quality review of programmatic data to assess progress toward mission objectives and against goals articulated in funding opportunity announcements. The data analyst will support staff in collecting/analyzing both grant performance data and data generated through the certification/eligibility process, as well as assist with responses to a variety of potential ad hoc data inquiries.

Essential Tasks Include:

  • Respond to routine and ad hoc data requests as received; thoroughly analyze requirements and define/identify systems and parameters to provide reliable and accurate data in a timely manner.
  • Review programmatic data to ensure quality, consistency, and accuracy. Determine effective solutions to discrepancies across all stages of the data collection and reporting lifecycle.
  • Review, analyze, and summarize administrative data from unstructured data sources (written performance progress reports submitted by grant recipients)
  • Review Office on Trafficking in Persons (OTIP) PPR narratives from across all grant programs to identify trends and gap areas of importance to OTIP’s grant programming and focus areas.
  • Review and process data submitted by recipients to ATIMS to identify trends and create reports
  • Maintain data quality and integrity through review of case data for given markers. Conduct classification of information based on provided guidelines and enter the information accurately into a case management database.
  • Support staff with the production of frequency reports and make recommendations to improve data quality, usage, and reporting.
  • Assist staff with efforts to triangulate program data across other data sources (surveys, research, national routine data systems, etc.) as required.
  • Enhance access to, and use of, administrative data to improve program outcomes and inform policy development.
  • Develop and maintain user manuals, standard operating procedures (SOPs), and other training/technical assistance materials related to client information management systems as necessary.
  • Provide technical and database administration support to federal staff and external users and troubleshoot end-user technical issues encountered while using agency systems.
  • Create data visualizations for inclusion in reports or in standalone dashboards (AWS QuickSight, Tableau, Excel, PowerBI, etc.).
  • Participate in meetings and assist with additional data collection and reporting requests as needed.
  • Maintain current knowledge of ethical conduct requirements, conflict of interest policy, computer security, and other administrative requirements. Complete required refresher courses within required deadlines and maintain confidentiality of privileged information.

Qualifications:

  • Requires BS/BA degree with at least 4 years of direct data collection and analysis experience.
  • Demonstrated ability to synthesize large volumes of material and classify based on established schema.
  • Familiarity with principles of data architecture and demonstrated proficiency working with databases and analytical platforms (such as AWS QuickSight).
  • Highly organized and detail-oriented with strong analytical and writing skills.
  • Demonstrated level of proficiency in MS Access Excel.
  • Working knowledge of natural language processing (NLP), machine learning methods and text representation techniques preferred.
  • Working knowledge of SQL, relational databases, and SharePoint based workflows preferred.
  • Ability to quickly learn and utilize diverse technologies and systems. Ability to demonstrate discretion in handling sensitive and confidential information
  • Academic or professional knowledge of human trafficking or other related social issues preferred.
  • Ability to obtain a Public Trust clearance.
