Business Process Analyst, Senior Advisor – Remote

Our continued success depends on a Business Process Analyst, Senior Advisor joining our team and leading us to perform at the highest levels for the Centers for Medicare & Medicaid Services (CMS), Financial Management Systems Group (FMSG). In this role, you’ll have the opportunity to implement and execute a framework for a new strategic workforce plan for the CMS Hosting Operations & Maintenance (HOM) program.

You’ll be a meaningful part of improving how GDIT supports federal agencies in achieving their missions. The primary application that GDIT supports on this program is the Healthcare Integrated General Ledger Accounting System (HIGLAS), which is a very large complex system with approximately 3,000 total users, processing an average of 4.5 million transactional claim records per day which equates to over 1.2 billion annually. There are an average of 46,000 new account receivables and 168,000 payments processed per day along with 20,000 queries/reports run daily. Utilizing Oracle Federal Financials as the base application of HIGLAS, it provides CMS with a uniform financial management system to account for over $1 Trillion in outlays for healthcare each year across multiple lines of business.


This position will have the opportunity to work 100% remote, anywhere in the U.S
.


RESPONSIBILITIES

  • Track and analyze program resource metrics to ensure optimum staffing levels.
  • Partner with our GDIT Human Resource organization to support the implementation of our Strategic Workforce Plan and Culture Shaping Initiatives to include:

    • Supporting the implementation of our Knowledge Sharing plan to address single points of failure on the program; tracking associated actions/milestones to ensure program success.
    • Implement and support the Mentorship Program, tracking participation and taking initiative on associated actions.
    • Leverage GDIT Corporate information and resources to develop a Program Succession Plan
  • Capture, analyze, and manage program staffing data to generate dashboards and integrate metrics from our ServiceNow Resource Management (SNRM) module.
  • Partner with HR to track progress against metrics and present information to our customer and GDIT Leadership.
  • Identify staffing risks, issues, lessons learned, and opportunities.
  • Partner with GDIT Talent Acquisition to track and status open positions. Assist leadership with staffing actions and drive timely execution to reduce time to fill vacancies.
  • Develop and revise job descriptions for program repository, and establish a team resume library.
  • Manage the onboarding of employees and subcontractors, including orientation and asset assignment for our new team members.
  • Maintain team roster, staffing data repository, and program organizational charts.
  • Manage data regarding H1-B staffing.


WHAT YOU’LL NEED

  • Bachelor’s degree in a related area and 10+ years of experience (or equivalent combination of education and experience).
  • Previous experience supporting a large program, to include staff and resource utilization (ideally with 100+ employees and subcontractors)
  • Strong analytical skills and the ability to interpret qualitative and quantitative data into meaningful and actionable results
  • Strong project management skills to organize, direct, and manage projects to completion
  • Experience interfacing with clients at senior levels of an organization
  • Experience developing presentations and supporting proposals
  • Experience supporting, developing, and evaluating staffing data, Basis of Estimates (BOE), and budgetary estimates
  • US Citizenship or Permanent Residency and ability to obtain a Public Trust and have resided in the US 3 out of the last 5 years per contract requirements


Desired Skills and Experience

The likely salary range for this position is $104,000 – $156,000, this is not, however, a guarantee of compensation or salary; rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
