GDIT is seeking a BUSINESS SYSTEM ANALYST well skilled to support USPS SHIP(s) Business Project Leader.


HOW A BUSINESS SYSTEMS ANALYST WILL MAKE AN IMPACT

A BUSINESS SYSTEMS ANALYST will be responsible to provide technical expertise and development effort for items and events such as, but not limited to critical patches/hotfixes, application server/database/OS updates, system integration testing of downstream interfaces, and iterative/new development, and documentation/TSLC or governance deliverables associated with the Program Registration application

The BUSINESS SYSTEMS ANALYST will have the necessary expertise, technical skill, knowledge and disciplines to provide the required support and deliverables for the Package platform that is primarily an Open-Source Software as a Service (SaaS) that was designed in the AWS hosting environment to provide end to end package processing and visibility to commercial customers. Candidates shall have knowledge and experience with the following software, processes and methodologies or industry best practices.

Education:

  • A degree from an accredited College or University in the field of services is preferred


Required Experience
:

  • 10+ years’ experience


Required Technical Skills
:

  • Evaluates initiatives, plans and strategies in support of mail and package information systems goals.
  • Conducts reviews of operational performance indicators and metrics and makes recommendations for modifications to business model.
  • Evaluates existing mail and package information systems programs, policies, systems, and procedures; monitors performance against planned program or system objectives; and prepares recommendations for new or revised programs, policies, and systems to increase operational efficiency and add value to mail.
  • Develops system prototypes and pilot programs which incorporate operational needs of USPS and postal customers; determines program policy, training needs, and systems requirements, and determines cost, and service impact of models.
  • Develops, evaluates, and implements mail and package information systems project plans, recommends critical performance indicators; develops resource and budgetary requirements; coordinates or prepares final project or program reports, and recommends changes to management.
  • Manages systems and software projects and programs. Monitors milestones, critical deadlines, and actual costs to ensure projects progress on time and within budget.
  • Manages, oversees, and coordinates the activities, programs, costs, and budgets of a group of professional and technical staff including employees and contractors. Makes assignments, monitors progress, evaluates performance, and provides continuous oversight and guidance.
  • Ability to manage projects and programs, which includes planning, developing timelines, determining resource requirements, monitoring progress, providing technical guidance, and reporting results.
  • Ability to research and analyze plans and strategies regarding mail and package information systems to evaluate them and render opinions and recommendations about their potential effectiveness.
  • Ability to monitor and analyze performance metrics and data to identify problems and recommend modifications to the business model.
  • Ability to evaluate mail and package information systems programs, policies, procedures, and actual performance, and develop recommendations for improvement based on the findings.
  • Ability to develop prototypes for information systems, including defining requirements and determining cost implications and potential service impacts.
  • Ability to oversee, provide guidance to, and coordinate the activities of a group of technical employees and contractor staff, including planning, assigning tasks, providing technical guidance, monitoring progress, and evaluating performance.
  • Ability to communicate orally and in writing to provide technical guidance and make recommendations to internal and external stakeholders


Security Clearance Level
:

  • Client Specific Public Trust
  • The security clearance for this program requires the selected candidate to have resided in the US for the past five years. The selected candidate cannot have left the country for longer than 90 consecutive days and no more than 180 cumulative days.

Required Skills and Abilities:

  • Strong Microsoft Office, Project and Visio skills
  • Strong Written and Verbal Communication, Strong desire for problem solving


Preferred Skills:

  • ServiceNow understanding
  • TSLC Documentation experience
  • Ability to read and understand Specification Sheets to adapt to changing times

The likely salary range for this position is $92,000 – $138,000, this is not, however, a guarantee of compensation or salary; rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
