Under the matrixed supervision of the Data Analytics Manager and the Associate Director of the Office of Planning and Innovation (OPI), the Data Analyst works with cross functional teams to create reports, build dashboards, and provide analyses that drives organizational decision making. This position works with internal, external, community health, financial, operational, and programmatic data to create deliverables that enable the public health workforce to protect and promote health within our community. The data analyst will collect, analyze, and interpret and present statistical data. This position will also plan, develop, and report analyses of various efforts, including population health, operational excellence, and health equity.
Duties And Responsibilities
- Responsible for the full life cycle of data analytics to include requirements gathering, analysis design, data collection and cleaning, performing analysis, and reporting findings
- Conducts research, analyzes data, and effectively communicates strategic data-driven recommendations
- Reports analytical findings and key takeaways using a clear and systematic approach
- Perform basic data management, data cleaning, data analysis, and data visualization using tools such as Excel, SQL, R, Python, and PowerBI
- Responsible for identifying, developing, and implementing recommendations to inform future data analytics projects
- Build and maintain relationships with internal and external stakeholders to ensure analyses are aligned with agency requirements
- Performs ad-hoc data requests to enable data-driven decision making
- Develops well-crafted presentations as needed
- Other duties as assigned, including special tasks involved in responding to an emergency event.

Requirements
Education:
- Bachelor’s Degree in Public Health, Computer Science, Data Science, Information Management, Statistics, or related field.
Experience
- At least One (1) year of experience working on data projects including data query, cleaning, management, and analysis
- At least One (1) year of experience using data collection and management tools like SQL, SSIS, and SSMS
- At least One (1) year of experience using statistical scripting languages like R and/or Python
- At least One (1) year of experience using data visualization tools like PowerBi and/or Tableau
- At least One (1) year of experience packaging data analytics projects to effectively communicate recommendations for action

General Information
Position Type And Typical Hours Of Work
- Regular Full-Time
- Monday – Friday | 8:00 am to 5:00 pm.
- May require periodic overnight travel and long hours/overtime during emergencies/disasters.
- May require occasional after-hours support and maintenance of technical systems.
Work Environment
- Typical office environment but may require infrequent travel and interaction with the community at public events.
Physical Demands
- This is a largely sedentary role; however, some duties would require the ability to lift up to 20 pounds and bending & standing for periods at a time.
Location:
- Harris County Public Health (2223 W. Loop South, 77027) – Will relocate to Downtown Houston by the end of 2022.
Employment may be contingent on passing a drug screen and meeting other standards.
