JOB SUMMARY
The VP, Data Analytics will be responsible for building on ICL’s data assets to develop and maintain key performance indicators, operational dashboard, quarterly outcome highlights, and impact analysis, as related to the organization’s strategic plan. The individual will be responsible for continuous measurement, data collection, data syntheses, and data analytics, in creating data-driven decision making and process improvement across the organization with a sharp focus on metrics, outcomes and results. The individual will work collaboratively with various program administrators in all divisions of the agency to achieve state-of-the-art program evaluation through the collection and utilization of clinical level outcome data. The individual will oversee implementation of evidence-based strategies and/or develop new strategies to work cross-functionally in diverse settings within the organization and to move these strategies from the abstract to application and create the processes to ensure their effectiveness. The individual must be a strong communicator of ICL’s learnings to internal program administrators and external partners. Data analysis and outcomes evaluation looks at impacts/benefits/changes to clients, because of ICL’s program efforts during and/or after their participation in these programs. Data analysis and outcomes evaluation can examine these changes in the short-term, intermediate term and long-term.

- Lead the data analysis team in all matters, including resource allocation, and personnel development.
- Help implement organization-wide culture of evaluation-driven program design, data-driven decisions, and continuous quality improvement.
- Ensure ICL’s data systems are capturing the optimal set of data and analyzing it in such a way that it leads to valid, relevant insights and learnings
- Lead the data quality improvement programs within ICL to increase the value of our data assets and enhance the accuracy of our information.
- Drive efforts to measure social impact of ICL initiatives on communities we serve and to recommend a course of action to ensure that the impacts are sustainable and scalable.
- Develop and manage the design, implementation, and oversight of evaluation processes.
- Assist in conducting ongoing qualitative evaluation of our programmatic impact through a variety of methods including surveys, focus groups, and interviews.
- Assist in the development of reports, presentations, and other communication materials. This may include literature review, drafting, editing, data analysis and presentation for internal and external dissemination.
- Assist in developing methodological designs for selective proposals, grants, and RFPs.
- Act as key point of contact with internal clinical and administrative staff, and external consultants or partners in terms of program evaluation, data analysis, and quality programs.
- Develop the capacity and technical expertise of project staff to undertake sound evaluation activities and to use data and findings for effective decision making.
- Represent ICL at events, conferences and in the media as needed.
- Lead specific high-priority projects as needed

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS
- Doctorate preferred or at a minimum master’s degree in Biostatistics, Psychology, Social Work, Program
Evaluation or related discipline
- Knowledge of statistical analysis techniques and supportive computer software packages (SPSS, R, Python, and similar tools)
- Have a minimum of 7 years’ experience successfully leading evaluation, or innovation functions, and instituting continuous improvement processes and practices
- Extensive knowledge of the latest development of data science, artificial intelligence, and applied research preferred.
ESSENTIAL KNOWLEDGE, SKILLS AND ABILITIES
- Expertise of statistical analysis techniques and supportive computer software packages (SPSS, Excel, Access)
- Knowledge of current literature and practices on data analysis and data science
- Knowledge of current literature and practices on outcome analysis and utilization of clinical data in program design
- Be comfortable and professional in interacting with staff and other external parties in ICL’s network
- Be skillful with planning, budgeting, and other team management responsibilities
- Be a strong writer and communicator
- Be highly organized, self-motivated, and proactive
