Under general direction, researches, analyzes data, and makes recommendations in areas such as public policy, human resources management, and program evaluation for Head Start and Early Learning Division and delegate agencies and provides technical assistance to Head Start delegate agencies in assigned areas.
The Well Qualified Candidate Will Possess the Following
Knowledge:
- Laws, codes, and regulations including California Education Code, Head Start Act, Every Student Succeeds Act (ESSA), Title V, and applicable Federal and State program regulations and policies that apply to the human resources management, public policy, and program evaluation of Head Start and Early Learning programs
- Methods and techniques of data collection, research, and analysis
- Principles, practices, and techniques for training and development
- Microsoft Office Word, Excel, Outlook, and PowerPoint

Required Education and Experience
Education: A bachelor’s degree in social services, business administration, public administration, or a field closely related to the job requirements of this classification from an institution of higher learning recognized by the Council of Higher Education Accreditation. Foreign degrees and credit units require translation and equivalency established by an agency recognized by the Commission on Teacher Credentialing.
Experience: Three years of experience in researching and analyzing early childhood education or social services in public policy, human resources, or program evaluation.
Additional Requirements: A valid California driver’s license and the availability of private transportation or the ability to obtain transportation between job sites may be required.
Remote, work-from-home, or hybrid work days may be available. To ensure the health and safety of its staff, LACOE may require employees to provide evidence of full vaccination against COVID-19.
