Metrics is recruiting for a Jr. Management Analyst to play an integral role in the support of the Veterans Affairs. This position is contingent upon award as we compete to provide support to the Department of Veterans Affairs OSDBU with advanced analytics and data management expertise to facilitate the entirety of their data management and analytics needs; As part of this team you will work to facilitate the performance of strategic and tactical market research for VA Procurement Decision Makers (PDMs) across the entire agency over a broad range of industry sectors. To this end you and the team will be provided access to a Government owned proprietary technology to function as a questionnaire-based research data collection capability. Lastly, the team will provide total program and administrative management support for the daily operation of the PST mission areas.
Job Description
As part of this team you will work with the client providing management support ensuring the effective, efficient and timely execution of all program tasks. OSDBU requires program management support to successfully plan, execute, track, and program activities. In addition, the Jr. Management Analyst will develop program strategic plans and associated artifacts, track, measure, and report on key performance metrics. The Jr. Management Analyst will provide support for the implementation of policy guidance, facilitate the development of IPT artifacts, conduct both strategic and tactical industry market research, and enable the preparation and dissemination of training content for the OSDBU program support mission area. Additionally, the Jr. Management Analyst will support and implement an Early Involvement (EI) initiative. EI is an OSDBU program to promote awareness of OSDBU’s technology enabled market research tools, for utilization at the earliest phases of the requirements definition process. The mission of this initiative is to provide acquisition planning teams (i.e., Program Managers and Contracting Officers) with sophisticated methods for gathering market research data. It is also meant to assist novice Program Managers with ongoing strategic or tactical market research, as well as assist with improving the efficiency of workflows used by Program Managers in their preparation of actionable procurement documents. The Jr. Management Analyst will also provide general business and management analysis support to track, measure, and report on market research, compliance requirements, implementation of policy guidance, and enable preparation and dissemination of training content for the OSDBU program support mission area.
In addition, the Jr. Management Analyst will provide operational support to include:
- Coordinating, scheduling and capturing of minutes for all meetings.
- Providing data pulls and recordkeeping, for tracking and reporting the award of all new VA contracts.
- Developing content, in the form of analysis and knowledge-based interpretation of data, for 36 to 48 annually recurring outreach events.
- Developing program specific standard operating procedures, in the form of written sequences of activities intended to ensure quality and consistent outcomes through repeatable processes.
- Preparing and disseminating outgoing market research email notifications.
- Developing training content, in the form of analysis and knowledge-based interpretation of data, to be used by the VAAA or for webinars.
- Monitoring and assigning incoming support requests (i.e. market research, and IPT).
- Tracking and maintaining all customer relationship management interactions (CO, SBL, CVE, IPT Chairs).
- Preparing and maintaining various activity logs (i.e. market research, and IPT).
- Developing reports on the performance, effectiveness, and trends of all program support activities (i.e. market research, and IPT).
- Facilitating outreach, in the form of telephone and email correspondence, for the purpose of confirming the causes of contracting payment issues (i.e. late payments).

Position Requirements
- 4 years of experience in the support areas listed above
- Expert level capability utilizing the full Microsoft suite of applications (i.e. MS Word, MS PowerPoint, MS Excel, MS Excel Pivot, MS Access, MS Power BI, MS Dynamics 365 etc.).
- Bachelors Degree in relevant work
