Montgomery County Public Libraries (MCPL) is looking for a talented data professional ( Performance Management & Data Analyst III ) with a passion for public service to join our team! This position is full time, 40 hours per week, working in the Central Administration of Montgomery County Public Libraries. This position is eligible for telework under Montgomery Countyโ€™s Telework Program.

Who We Are Looking For:

You are a data professional with an interest in and a passion for identifying and solving complex problems. You are naturally curious and have the technical aptitude and expertise necessary to extract data from our disparate systems, process, analyze, and transform that data into functional visualizations that decision makers can use to evaluate services, gain insights, and make data driven decisions.

You can work collaboratively with our diverse workforce, staff in other County departments, and our contracted vendors to accomplish goals, and you are comfortable navigating and succeeding in a remote work environment.

How You Will Contribute:

You will build out and modernize the departmentโ€™s data ecosystem, to include data collection, investigation, warehousing, exploratory data analysis, and creation and maintenance of performance dashboards for the department and its subordinate branches and units.

You will utilize tools like Tableau and Power BI to create and maintain performance dashboards and data visualizations that will be used by MCPLโ€™s Executive Leadership Team to evaluate the success and performance of disparate departmental services and initiatives, improve business processes, and enhance operational decision making. Your work will be critical in the implementation and evaluation of our new strategic plan and our outcome-based budget. Your work will ensure library services have the maximum impact on the communities that need them the most

This position requires the ability to attend meetings or perform work at locations outside the office.

Minimum Qualifications

Experience : Four (4) years of professional experience performing data analysis and interpretation, program evaluation and/or process improvement in an academic, public library, government, data administration or business data analytics environment.

Education : Graduation from an accredited college or university with a bachelorโ€™s degree in Information Systems, Information Technology, Computer Science, Operations Research, Business Administration, Economics, Public Administration, Public Policy, Management, Finance, Statistics, Engineering, or related field.

Equivalency : (1) An equivalent combination of education and experience may be substituted. (2) Possession of a graduate degree in one of the above fields may be substituted for one year of the required experience.

Preferred Criteria

There are no preferred criteria for this position. Applicants who meet minimum qualifications will be rated “Qualified,” placed on the Eligible List, and may be considered for interview. Selection for interviews will be given to applicants with experience in the following:

  • Experience working across the data lifecycle, generating, collecting, processing, storing, managing, analyzing, visualizing, and interpreting data to provide concrete insights regarding the effectiveness and impact of library, government, or comparable services
  • Expertise with data analysis and visualization tools like Tableau, Power BI, and experience using these or similar tools to create performance dashboards for a County department, a public library, or similar entity
  • Knowledge of and experience using SQL, R, and/or Python for data extraction, analysis, and manipulation
