    MVP’s technology environment is highly distributed and diverse, with strong leadership and coordination from Chief Digital & Information Officer (CDIO) and direct report units. This position requires a strong, knowledgeable leader to provide vision, strategy, broad-based planning, and hands-on responsibility and is member of the CDIO leadership team and serves a key role in leadership, working closely with senior executive team, business leaders, and the general MVP community.

    The VP, Chief Data Officer will be accountable for the digital business data and analytics strategy, architecting the required data and analytics platforms, and leading our transformation and strategy around Data as a Product. This position will focus on leveraging innovative technologies to transform the business model, products, and services around data and analytics. It requires a deep understanding of technology and technology trends, insight into how other organizations leverage these technologies to innovate, and a knowledge of how these technologies can be applied to the organization’s evolving business models, products, and services.

    The VP, Chief Data Officer needs to build solid relationships with our business partners, deliver value to our customers and constituents by turning our data into insights. This leader will need to recruit and develop a high-performance technical team including roles for: Enterprise Data Management and Interoperability, Data and Analytics and Data Governance.

    Leadership

    • Lead strategic technological planning to achieve business goals by prioritizing technology initiatives and coordinating the evaluation, deployment, and management of current and future technologies around data and analytics. Collaborate with the appropriate departments to develop and maintain a plan that supports organizational needs. Develop and communicate business/technology alignment plans to executive team, staff, partners, customers, and stakeholders.

    Technology Strategy

    • Develop the overall Technology Strategy and Roadmap focused on technology-enabled business innovation for data and analytics to deliver a modern data platform for our company. Concentrate on using innovative technologies to transform their business model, products, and services across the business (including DT&T). It is important to demonstrate innovation and creativity.
    • This position must also understand the business and its strategy, and the opportunities that innovative new technologies present. The successful person in this role requires behavioral competencies in creativity, learning, risk taking and the ability to ‘imagine the new’.

    OTHER DUTIES & RESPONSIBILITIES:

    • Establishes trust and credibility as a key, contributing executive of the DT&T management team and its analytics business partners.
    • Works in conjunction with executive leadership to develop priorities, funding, architecture, and integration of data supporting technologies and capabilities in support of the goals and objectives of DT&T and its partners.
    • Provides overall direction regarding all data management solutions and infrastructures, establishing necessary DT&T and partnering institutional policy, life cycle principles and associated standards.
    • Strongly participates in cultivating and managing partnering relationships.
    • Provides proactive consultation and education to executive staff and business intelligence work force members in anticipating data needs to ensure sound data competencies and uses.
    • Oversees the operational performance of the data analytics entity and assures its purposes are met in a quality manner. Directs and coordinates the development and implementation of our analytical foundation and data sources as well as its evolution to leading edge modeling and machine learning techniques with structured and unstructured data.
    • Provides thought leadership in advanced analytics, predictive modeling, and big data strategies to generate actionable insights about our patients and member populations – in support of marketing, care and wellness management, business and operations management, and research.
    • Assures goals and objectives are achieved by recruiting, developing, training, and retaining a staff of technically competent, qualified, proactive managers and professionals to evaluate, design, implement, and operate the systems necessary to guarantee integration of systems and flow of information.
    • Continually manages a program portfolio through its full life cycle. Manages risk through balancing hype cycle and state of the art capabilities.
    • Understands and satisfies customer needs. Leads a customer focused, service-oriented team of high achievers. Works cooperatively in teams to achieve goals.
    • Oversees the financial performance of the division, operating in a cost-effective manner. Directs the preparation of expense and capital equipment budgets.
    • Acts to assure integrity and quality of data, proprietary information and related intellectual property through data principles, and management, data security and access management.
    • Organizationally savvy, with the ability to navigate organizational politics.
    • Skilled at influencing, guiding, and facilitating stakeholders and peers with decision making.
    • Ability to articulate new ideas and concepts (e.g., Digital Twins) to technical and nontechnical audiences
    • Ability to understand the long-term (big picture) and short-term perspectives of situations
    • Ability to translate future-state business capabilities and requirements into solution architecture requirements
    • Ability to propose and estimate the financial impact of solution architecture alternatives
    • Ability to work creatively and analytically to solve business problems and propose solutions
    • Ability to quickly comprehend the functions and capabilities of new technologies
    • Ability to maintain confidentiality and adhere to regulatory compliance issues as they exist and change from time to time.

    JOB QUALIFICATIONS:

    • Ability to lead, guide and direct multiple priorities and staff to successfully deliver MVP initiatives and goals.
    • Exposure to multiple, diverse technologies, platforms, and processing environments
    • Deep understanding of strategic and emerging technology trends, and the practical application of existing and emerging technologies to new and evolving business and operating models
    • Deep understanding of product management, agile principles and development methodologies and capability of supporting agile teams by providing advice and guidance on opportunities, impact, and risks, taking account of technical and architectural debt
    • Experience working in the Healthcare industry is helpful, but not required.
    • Experience developing architecture blueprints, strategies, and roadmaps
    • Experience delivering presentations to senior-level executives and technical audiences

    Education/Degree:

    • Bachelor’s degree in computer science, information-technology, engineering, system analysis or a related study, or equivalent experience

    Experience:

    • Excellent knowledge of technology environments, including cloud, unified communications, telecommunications, networks, programming, media, and desktops.
    • Solid understanding of computer systems characteristics, features, and integration capabilities.
    • Extensive knowledge of data processing, hardware platforms, enterprise software applications, and outsourced systems.
    • Extensive experience with systems, networking, databases, and development,
    • Exposure to business theory, business processes, management, budgeting, and business office operations.
    • Excellent understanding of Technology management principles including Agile methodologies.
    • Proven experience in planning, organization, and development.
    • Demonstrated ability to apply technology solutions to business problems.
    • In-depth knowledge of applicable laws and regulations as they relate to technology issues.

    Skills:

    • Current knowledge of Microsoft products ; OS, O365, Sharepoint, PowerBi, etc.
