The New York City Department of Design and Construction seeks an IT Business Analyst. The selected candidate will provide gathering management expertise for the development, and ongoing evolution of key Technology & Innovation enterprise-level initiatives. These initiatives involve a broad range of business functions that support the delivery of DDC’s Capital Construction projects and include: Front End Planning; Design management; Scheduling; Contract Procurement/Administration; and Payment Management etc. Working in the Technology & Innovation business unit, with latitude for independent initiative and judgment, The IT Business Analyst will interact with agency subject matter experts to collect, analyze, memorialize and translate agency business needs into detailed functional requirements digestible by T&I developers and quality assurance/testing resources. The selected candidates will report to a T&I Project Manager and will interact with a T&I system architect, developers, and quality assurance resources to ensure that collected requirements meet both business needs and application development requirements. In addition, the selected candidate will also be responsible for the management processes underling these activities and will supervise Jr Business analysts and T&I consultants performing similar functions.

Minimum Qual Requirements

1. A baccalaureate degree from an accredited college including or supplemented by 24 semester credits in computer science or a related computer field and one year of satisfactory full-time computer software experience in computer systems development and analysis, applications programming, database administration, maintenance and support, systems programming, data communications, mainframe development, mobile development, web development and design; or

2. A four-year high school diploma or its educational equivalent and five years of satisfactory full-time computer software experience as described in “1” above; or

3. Education and or/or experience equivalent to “1” or “2” above. College education may be substituted for up to two years of the required experience in “2” above on the basis that 60 semester credits from an accredited college is equated to one year of experience. In addition, 24 semester credits from an accredited college or graduate school in computer science or a related field, or a certificate of at least 625 hours in computer programming from an accredited technical school (post high school), may be substituted for one year of experience. However, all candidates must have at least a four-year high school diploma or its educational equivalent and at least one year of satisfactory full-time experience as described in “1” above.

Preferred Skills

Candidate must be able to manage activities and resources across multiple T&I projects and disciplines; identify and report on business trends utilizing real data and qualitative analysis. Candidate should demonstrate knowledge of comprehensive test case development at a multi-application level; implement a comprehensive management plan for each project and hold regular stakeholder project status meetings; document user requirements for business processes and abide by those requirements for future projects. Experience in the comprehensive management of resources and deliverables associated with the detailing and implantation of T&I initiatives is a plus Practical application ability with Microsoft Office Visio, MSFT SQL Server, Excel and Word are preferred.
