The Office of the Child Advocate (OCA) is seeking to hire a team member for a new position! The Senior Data and Research Analyst (SDRA) will be responsible for (1) managing OCAโs internal data collection and reporting processes; (2) developing processes for on-going monitoring of key data metrics across child-serving systems; and (3) developing and executing data analysis and research projects in partnership with OCA senior management and our partners at other state agencies. Reporting to the Senior Director of Quality Assurance, the Senior Data and Research Analyst:
- Leads effort to develop and/or refine internal data collection and reporting plans to support OCAโs strategic goals and daily operations.
- Produces the data-related sections of the OCAโs Annual Report.
- Acts as Salesforce System Administrator including managing communication with Salesforce and/or OCAโs Salesforce vendor on system updates as needed.
- Leads and/or assists with data gathering projects (e.g. survey design and/or data analysis).
- Works with OCA senior management to identify, expand and/or refine OCAโs tracking of data on key child-serving systems, including child welfare, juvenile justice, education and behavioral health.
- Develops and executes plans, in partnership with state agency partners, to systematize the on-going monitoring of these key data metrics, which includes identifying (1) what data is available that might help answer the OCAโs specific policy/research questions; (2) how the data is collected (including data definitions); (3) how best to structure the data request to produce useful aggregate reports for the OCA; and (4) how to interpret data results.
- Collaborates with OCA senior management to design and execute data projects related to the OCAโs strategic initiatives.
- Participates in cross-agency data related meetings (e.g. DCF Data Work Group; JJPAD Data Subcommittee).
- Develops and manages data requests and secure data transmission processes.
- Leads or supports data analysis and presentation, which may include analysis of row-level administrative data (e.g. data cleaning, matching and analysis using a variety of statistical techniques).
- May manage relationships with external research partners (e.g. academic partnerships).
- Other relevant duties as needed.
- May supervise a data analyst and/or interns.
About the Office of the Child Advocate:
The OCA is a small, independent office created in 2008 to ensure all children in the Commonwealth receive appropriate, timely and quality state services with full respect for their human rights. Through collaboration with public and private stakeholders, the OCA examines services provided to children in order to identify gaps and trends in those services and make recommendations to improve the quality of those services. The OCA is also a resource for families and youth who are receiving, or are eligible to receive, services from the Commonwealth.
Qualifications
Required Qualifications:
- At least five years of relevant full-time, or equivalent part-time, professional experience, including experience (preferably at least one year) working with large administrative datasets.
- Ability to write original code/syntax to analyze and communicate data findings to various audiences.
- The candidate must have significant experience using Excel for data analysis. (The OCA does not currently use statistical analysis software [e.g. Stata, SPSS or R] but is open to obtaining software as needed to support more advanced statistical analysis.)
Highly Preferred Qualifications:
- Experience in one or more policy areas related to children and families (e.g. child welfare, juvenile justice, education, childrenโs behavioral health).
- A masterโs or higher degree in public policy, public administration, public health, economics, statistics or a related field.
- An understanding of how policy, practice, and data intersect, and how data analysis can best support effective policy decision making and organizational management.
- An understanding of logic models and experience identifying key data metrics to support analysis of processes, outputs, and outcomes.
- Knowledge of and experience with various research methods and statistical techniques, both quantitative and qualitative.
- Able to craft relevant research questions, data request letters, and data summaries.
- Can work independently to answer quantitative research questions from initial data cleaning through results and conclusions.
- Ability to work with complex โ and at times, messy โ administrative data sets.
- Proven capacity to conduct and oversee the analysis and interpretation of statistical data.
- Ability to produce complex evaluation reports, including data analysis, graphics and narratives, and explain results to non-technical audiences.
- Can facilitate secure data transfer and storage in adherence to data privacy protocol.
- Prior experience with Salesforce and Tableau is preferred but not required.
- Strong organizational and project management skills, including the ability to both see the big picture (i.e. identify goals and objectives) and to execute a plan (develop timelines, track details, follow-up as needed).
- Ability to organize, prioritize, and manage multiple projects, and the flexibility to adapt and adjust project plans as circumstances change and opportunities emerge.
- Able to work as part of highly collaborative teams on multiple projects.
- Proficient in Microsoft Office Suite, Outlook, Word, Excel, PowerPoint and other computer software applications.
