BEHAVIORAL HEALTH
Strategic Initiatives Policy Analyst.
The primary purpose of this position is to provide administrative, planning, and program support to the Behavioral Health Deputy Director and the Behavioral Health Leadership team, in service to transformative, community-led, and community-owned initiatives and the mission, vision, values and goals of the Oregon Health Authority and the Health Systems Division.
This position will be responsible for planning, coordinating, and managing meetings, workgroups, and schedules, with focus on facilitating cohesive communication, collaboration, and decision-making.
This position will provide financial support for invoices and oversee business support functions. In addition, the person will assist with monitoring progress on department business projects, involving collection, synthesis, analysis, and reporting of qualitative and quantitative information.
In this capacity, the people will identify problems, support strategic planning and prioritization, and recommend more efficient administrative procedures utilizing an equity-centered approach.
The person in this position will support development of policy, standards, and procedures that deal with complex regulatory situations and can offer context and respond to questions about program activities, council process, and policy issues.
These positions will also be responsible for individually leading business projects as needed using project management skills within the prescribed scope, time frame, and quality requirements and expectations assigned by the Behavioral Health Deputy Director.
MEDICAID
Encounter Data Coordinator.
The Encounter Data Coordinator/Senior Claims Analyst ensures that Encounter Data Claims and Fee-For-Service claims are processed according to the Code of Federal Regulations (CFRs), Oregon Administrative Rules (OARs) and contractual requirements. The person in this position will review claims to ensure they have all necessary information and process or deny claims as needed, working with Coordinated Care Organizations (CCOs) as needed.
This position does analytical research and prepares written summaries and conclusions on operational issues. They monitor program processes, procedures and results for compliance with regulations and effectiveness in meeting customer needs.
Rules Coordinator.
Serve as an Administrative Rules Coordinator in the rulemaking process for the Health Systems Division (HSD). Coordinate and oversee all administrative rulemaking activities for the rules in OAR chapter 410. Act as the primary resource person and technical advisor to HSD staff, stakeholders, the public, the Secretary of State, and the Office of Legislative Counsel on all administrative rulemaking activity.
Evaluate the Oregon Revised Statutes and rules and develop and recommend rule or policy and procedural changes. Review all proposed rules for clarity, readability, completeness, comprehension, and statutory compliance. Interpret and research rules and statutes for HSD staff, stakeholders, and the public as requested.
The person in this position will identify operational needs and adapt and design methods for rule writing procedures. Create and maintain documentation for the rulemaking process. Work with program managers (policy analysts) and rule committees to coordinate administrative rule revisions.
Transformation Policy Analyst (Hospital/Medical-Surgical).
The Medicaid Policy Analyst serves as a key policy advisor for the division, representing the agency and division by explaining program activities, policy issues and proposed legislation to legislators, federal and state agencies, the public and stakeholders. The policy analyst develops regulatory policy, standards, and procedures that deal with complex regulatory situations in which policy is not clearly defined.
The person in this position will plan and do analytical research studies; prepare written summaries and conclusions of research on operational issues. In addition, this position will analyze performance measurement or production data to identify and monitor the quality and quantity of work; initiate action to improve deficiencies.

WHAT WE ARE LOOKING FOR:
MINIMUM QUALIFICATIONS

A Bachelor’s Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills; and two years professional-level evaluative, analytical and planning work.

Any combination of experience and education equivalent to five years of experience that typically supports the knowledge and skills for the classification
