Department Overview

The Enterprise Project Governance department supports decision-making and leads governance processes for major projects ($25M and greater) and programs across PG&E on behalf of external customers and shareholders. Enterprise Project Governance advises the Project Review Team (PRT) and the Executive Officer Team (EOT), comprised of company officers and directors, on key considerations associated with major projects and programs, including safety, risk reduction, extent of condition, environmental and community impacts, long-term financial forecasting, and alignment with company objectives. The Enterprise Project Governance team has taken on an expanded role of reviewing operational risks that are being mitigated by projects, ensuring that significant risks are thoroughly vetted with lines of business and that unique, significant risks are reported to the Board of Directors. The PRT governs about $2B in capital spend annually, and total project lifecycle costs under PRT authority are $17.5B. Enterprise Project Governance also facilitates reviews of Board-level projects ($250M and greater).

In addition, Enterprise Project Governance develops performance metrics and visual controls for the effective execution of project-related capital investment plans to improve outcomes for our customers and reduce risk on the system. Performance metrics and recovery plans are reviewed by the EOT. The department is responsible for driving project management best practices across the company.

Position Summary

This position will develop innovative data solutions to address complex business issues, drive automation of project reporting, and increase visibility to portfolio performance. This position will lead a monthly standardized reporting process and produce a performance dashboard for the EOT to track progress and performance on cost, schedule, and scope for the portfolio of major projects and programs. This position will review current work practices and procedures around data acquisition for operational efficiencies and deficiencies and provide feedback, follow-up, and recommendations for improvement. The nature of the work requires a high attention to detail, ability to follow up and resolve issues with cross-functional contributors, and an understanding of project management metrics and key performance indicators (KPIs). The position has broad exposure to the largest projects and business issues across PG&E. This position has opportunities to develop new tools used for the reporting process, shape communications and change management for the broader project management network, conduct trainings, track organization action items, and maintain archives of key standards, procedures and templates on SharePoint and the Guidance Document Library.

Job Responsibilities

Leads analysis and reporting for the major project and program portfolio, including defining process and tools for data acquisition, developing schedules, actual production, and material reviews with leaders

Performs complex quality assurance on data to ensure accurate data is used in reports, and resolve issues as needed

Develops and tracks metrics that provide data on cost estimation accuracy, current year financial performance, and other KPIs

Maintains project governance action logs and track completion of action items

Performs onboarding for project managers (PMs) and project control analysts (PCAs) prior to kicking off the monthly reporting process

Supports simplification and enhancements to Project Management Standards, via process maps and visual aids

Presents findings and makes recommendations to management or others within organization

Composes and publishes Enterprise Project Management newsletter and leads organizational change management

Monitors the Enterprise Project Governance mailbox and ensures follow-up on incoming requests, questions, or feedback

Support updates to guidance documents and publish in Guidance Document Library

Maintain archive for retired guidance documents

Qualifications

Minimum:
Bachelor’s Degree (Business, Finance, Economics, Engineering, Communications, or related discipline) or equivalent work experience Six years of job-related experience, preferably at a utility or in the energy industry

Strong MS Excel, PowerPoint, Teams skills

Experience with SAP, Analysis for Office, Power BI, Access, SQL
