PSE’s IT Project Management Office team is looking for qualified candidates to fill an open IT Business Analyst position!
Specific details regarding the work arrangements for this position will be discussed in further detail during the interview process.


Job Description

  • Works with project teams to identify, elicit, and document requirements, including stakeholder, solution, functional, technical, and transitional, in order to support IT projects.
  • Clarifies the business rationale of a solution concept, surfaces, potential impacts of the solution on stakeholders, clearly articulates the role of technology in terms easily understood by business constituencies.
  • Will facilitate process documentation and improvement with a cross IT or enterprise wide focus.
  • Will propose changes as appropriate to requirements methodology, system documentation and processes to better streamline IT project work.
  • Prioritizes problems to surface the most critical needs and competing business demands.
  • Understands technology standards and architecture guidelines and obtains key input from enterprise.
  • Incorporates usability and user interface techniques when designing systems.
  • Formulates and defines requirements and objects through research and fact-finding combined with an understanding of business and industry requirements.
  • Play a key role in aligning the needs of business with the capabilities delivered by IT. Analyze and synthesis information provided by a large number of people that interact with the business and IT.
  • Is responsible for understanding business requirements, coordinating and delivering IT Services for the requirements, resolving challenges and priorities, and reporting status to support the delivery of IT Services to the Project Manager and the team.
  • Manages and cultivates the relationships with internal customers and project teams.
  • Upholds the safety compliance standards inherent in PSE’s operating and/or field procedures related to work responsibilities. Promotes and supports a culture of total safety.
  • Demonstrates commitment to conduct business honestly, ethically and consistent with our core values and Code of Conduct. Ensures duties are performed in accordance with all regulatory compliance obligations.


Job Responsibilities

  • Receives a moderate level of guidance and direction.
  • Requires knowledge and experience in the BA discipline but is still growing level of knowledge and skills.
  • Manages all BA Knowledge areas needed end to end in projects including; Business Analysis Planning & Monitoring, Requirements Elicitation, Requirements Analysis, Requirements Management & Communication, Enterprise Analysis, and Solution Assessment and Validation.
  • Works closely with internal customers and project teams to ensure accurate translation of business/application specifications into requirements and has primary responsibility for documenting all requirements and ensuring the solution meets the project benefits overall.
  • Establishes specifications and objectives, based on business and other IT requirements, and provide recommendations to management personnel.
  • Creates As-Is/To-Be documentation to analyze existing and future state processes as well as gap analysis.
  • Identifies and resolves process issues and questions.
  • Participates in system development and design to ensure the project objectives or customer benefits have been met. Documents detailed design requirements in conjunction with architect or higher level SME.
  • Has base knowledge of IT services and is familiar with IT organizational structure. Analyzes and coordinates resolution of internal customer/project team issues.
  • Primarily works on small to mid-sized projects and some Enterprise wide projects with assistance.
  • Provides support and procedure guidelines to client and systems areas through documentation.
  • Will create and manage Organizational Change Management items related to a project such as creation of training materials and overall communication.
  • Proposes changes to system documentation and processes to better streamline service work.
  • Operates under general supervision.
  • Performs other duties as assigned.


Minimum Qualifications

  • Bachelor’s degree and 2 years of experience in related field or combination of specialized training or experience and two years of directly relevant experience.
  • Some experience with business analysis, requirements capture and management, process mapping and use case development (UML).
  • Experience with process design, reengineering, and requirements documentation methodologies.
  • Solid understanding of IT services and delivery processes.
  • Demonstrated team leadership and facilitation techniques.
  • Must be a self-starter.
  • Demonstrated creative thinking and analytical skills.
  • Strong attention to detail.
  • Excellent written and oral communication skills.
  • Ability to work independently and in a team environment is necessary.
  • Proficiency in Microsoft Office applications, including Word, Project, Excel, Outlook and Visio.


Desired Qualifications

  • Bachelor’s degree
  • Some IT Business Analysis experience.
  • Familiarity with project life cycles.
