The Work Unit:
The Colorado Department of Public Health and Environment serves Coloradans by providing high-quality, cost-effective public health and environmental protection services that promote healthy people in healthy places. Staff members focus on evidence-based best practices in the public health and environmental fields and play a critical role in educating people in Colorado so they can make informed choices. In addition to maintaining and enhancing our core programs, the department continues to identify and respond to emerging issues affecting Colorado’s public and environmental health.
The Division of Disease Control and Public Health Response (DCPHR) is the departmentโs lead surveillance, planning and response arm for public events including communicable disease outbreaks and epidemics, pandemics, bioterrorism, and other public health and mass casualty events and disasters. The division includes the Office of Emergency Preparedness and Response; State Public Health Laboratory; Health Equity Branch, Communicable Disease Branch; Immunization Branch; Public Health Informatics, Reporting, Technology Branch; Refugee Branch; and Operations Branch. The Division exists to ensure that the Department has the ability to effectively prepare for, monitor, detect, diagnose, investigate, and nimbly respond to all types of conditions, events and disasters that impact the publicโs health.
The Public Health GIS Integration Unit is housed inside the Administration section of the Division of Disease Control and Public Health Response, and is charged with supporting the divisionโs evolving Geographic Information Systems (GIS) needs as they relate to the cartographic visualization and scientific data analysis of place-based public health surveillance, demographic, economic, and environmental data (including but not limited to disease control response efforts). This work unit provides scientific and technical expertise in support of a broad range of programs and policies across the division and to outside entities that rely on the division for its institutional knowledge and subject matter expertise. This work unit also supports and educates an ever evolving and growing community of GIS software users within the division. In addition, this unit manages and procures the departmentโs annual investment in GIS software.
What You WiIl Be Doing:
The Public Health GIS Integration Analyst utilizes GIS software (including but not limited to ArcGIS Pro, ArcGIS Online, and ArcGIS Server/Enterprise) to develop, deploy, and maintain multiple data analysis, mapping and advanced data visualization/dissemination tools to enhance the divisionโs wide spectrum of geo-spatial data assets. This position assists in the development and maintenance of automated data processing tools that support the updating of geospatial dashboards (including web-based maps), charts, graphs, and reports as well as guidance for initiatives that come before division stakeholders including division and department leadership and the Colorado Board of Health. This position provides expertise in geospatial data management, data analysis, and the cartographic display of complex data. This position leverages the departmentโs geo-spatial data assets and reporting tools directly to department partners including the Colorado Division of Homeland Security, the Colorado Governorโs Office as well as the general public. This position must be familiar with GIS operations, how they differ from other IT systems, and how differences affect system usage and administration. This position coordinates with multidisciplinary teams, including epidemiologists, IT staff, and project managers. This position works independently and may assume project management and lead technical responsibilities as directed by supervisor.
To be considered for this position, you must meet one of the following options for consideration.
Option 1:
Bachelor’s degree from an accredited institution in GIS, information technology, cartography, computer science, data science or a field of study closely related to the work assignment.
AND
Two years of experience in geospatial data management, geospatial data analysis, cartographic visualization, scientific analysis, geographic information systems, geography or an occupational field closely related to the work assigned to the position.
OR:
Six years of professional experience in geospatial data management, geospatial data analysis, cartographic visualization, scientific analysis, geographic information systems, geography or other occupational field closely related to the work experience aligned to the position.
OR:
Option 3:
Master’s degree from an accredited institution in GIS, information technology, cartography, computer science, data science or a field of study closely related to the work assignment.

PREFERRED AND ESSENTIAL COMPETENCIES:
The preferred experience, competencies and abilities are highly desirable for this position and will be considered in selecting the successful candidate.
- Experience working with data using GIS software technologies including ArcGIS Desktop/ArcGIS Pro, ArcGIS Online, and other ESRI-based computing system components.
- Experience working as a geospatial data and/or GIS specialist.
- Experience building web-based geospatial data visualizations and/or dashboards.
- Experience providing technical assistance and training to GIS software users.
- Professional experience in geospatial data management, geospatial data analysis, cartographic visualization, scientific analysis, geographic information systems, or geography preferred.
- Proficiency with database programming languages such as SQL, R, or Python.
- Knowledge of data functions and tasks that GIS applications can support.
- Knowledge of database and application design principles.
- Ability to use quantitative and statistical analysis.
- Ability to create, edit, maintain, develop and manage large geospatial databases.
- Ability to communicate complex information to both technical and non-technical audiences.
- Ability to present ideas accurately, effectively, and concisely, both verbally and in writing.
- Attention to detail.
- Ability to work independently and within teams.
Conditions of Employment:

Critical Status: Must be available in the event of an emergency, (e.g., bio-terrorist attack, chemical attack, disease outbreak or all hazards) and be required to report to work immediately at the regular or alternate location. During this time, travel restrictions may be in place.
