Description of Job

The Division of Disease Control and Public Health Response (DCPHR) is the department’s lead surveillance, planning and response arm for public events including communicable disease outbreaks and epidemics, pandemics, bioterrorism, and other public health and mass casualty events and disasters.

The division includes the Office of Emergency Preparedness and Response; State Public Health Laboratory; Communicable Disease Branch; Immunization Branch; Public Health Informatics, Reporting, and Refugee Branch; Operations Branch and Health Equity Branch. The Division exists to ensure that the Department has the ability to effectively prepare for, monitor, detect, diagnose, investigate, and nimbly respond to all types of conditions, events and disasters that impact the public’s health.

The Work Unit:
The Colorado Immunization Branch (CIB) works to reduce vaccine-preventable disease by developing and implementing programs designed to positively influence the uptake of immunizations across the lifespan. CIB utilizes a variety of strategies to promote education, optimize vaccine resources, assure access to vaccines, maintain the Colorado Immunization Information System (CIIS) and provide tools for designing and sustaining effective immunization strategies at the provider and program levels. CIIS is a confidential, population-based, computerized information system that collects and consolidates immunization data for Coloradans of all ages from a variety of sources. CIB also operates the Federal Vaccines for Children (VFC) program, the Federal Section 317 program, and all immunization education and outreach activities.

What you will be doing:

Branch Statistical Support

  • Design and conduct analyses of immunization data to respond to questions from Governor’s Office, Joint Budget Committee, department leadership, division leadership, branch leadership, media and the general public.
  • Design and conduct analyses to identify and report performance measures to assess progress towards meeting grant objectives.
  • Analyze immunization data reported from colleges and universities and generate reports to share with participating facilities.
  • Increase the number of school districts electronically submitting de-identified individual student immunization data to SCCIDR.
  • Analyze factors and maintains the formula used to distribute annual core funding to local public health agencies for immunization activities.
  • Prepare and publish charts of state-specific immunization data, for children, adolescents and adults, to the Branch website for review by stakeholders and the general public. The immunization coverage data is from published articles including the National Immunization Survey (NIS), the Behavioral Risk Factor Surveillance System (BRFSS), the Pregnancy Risk Assessment Monitoring System (PRAMS) and national influenza vaccine coverage reports.
  • Prepare and post maps of county immunization rates for childhood and adolescent vaccines to the Branch website for stakeholders and the public.
  • Consult with local public health partners and branch staff on appropriate statistical method for surveys, sampling, analysis, evaluation, and interpretation of data collected for immunization research projects.


Immunization Coverage Rate Analysis

  • Design analysis plans or models to examine possible root causes of low vaccination coverage.
  • Design and conduct analyses to compare vaccination coverage data across multiple data sources to confirm areas or subpopulations with low coverage and/or high exemption rates.
  • Analyze CIIS data to report coverage by vaccine for the state and county level rates.
  • Publish vaccine-specific immunization data on the web for the public and our partners.
  • Investigate options for additional or supplemental data sources that could improve analyses to estimate vaccination coverage and exemption rates.
  • Assess completeness and quality of data used to calculate vaccination coverage and exemption rates. Interact with federal, state and local agencies to share and learn about options to analyze immunization data and how to assess the effectiveness of activities to increase vaccination coverage rates.


VFC Program Statistical Support

  • Write code automating processes to analyze and present data so VFC staff have access to regularly updated data.
  • Analyze and post doses of VFC and 317 vaccine ordered and wasted by provider for VFC Program staff to review during VFC compliance visits.
  • Analyze clinic and patient populations by county to assess access barriers to VFC vaccines.
  • Analyze provider patient population data by age to determine if providers are eligible for Immunization Quality Improvement for Providers (IQIP) assessments.
  • Create and maintain a map of current VFC providers for internal and external stakeholders and post to the Branch website for the general public.
  • Analyze information providers submit as part of annual VFC re-certification to identify priorities for VFC program to address.
  • Analyze CIIS data to report count of patients and doses of vaccines administered to underinsured patients at deputized clinics.
Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

OPTION 1:

PROFESSIONAL WORK EXPERIENCE* (Substitution)
Six (6) years of full time professional experience inleading and conducting program evaluation, research, quality improvement, inferential statistics, or data management that provided a thorough knowledge of data collection and analysis. This experience must have included conducting statistical analyses using SPSS and/or SAS.

OR

OPTION 2:
BACHELOR’S DEGREE** & PROFESSIONAL EXPERIENCE:
Bachelor’s degree from an accredited institution in statistics, mathematics, economics, data science, epidemiology, healthcare administration, public health or related field
AND
Two (2) years of full time professional experience in leading and conducting program evaluation, research, quality improvement, inferential statistics, or data management that provided a thorough knowledge of data collection and analysis. This experience must have included conducting statistical analyses using SPSS and/or SAS.

OR

OPTION 3:
ADVANCE DEGREE** and PROFESSIONAL EXPERIENCE*:

A master’s or doctorate degree from an accredited institution in statistics, mathematics, economics, data science, epidemiology, healthcare administration, public health or related field.

Preferred Qualifications and Essential Competencies: The following preferred experience(s), competencies and abilities are highly desirable for this position and will be considered in selecting the successful candidate:

  • Tableau
  • SQL
