Bright from the Start: Georgia Department of Early Care and Learning is responsible for meeting the child care and early education needs of Georgia’s children and their families. It administers the nationally recognized Georgia’s Pre-K Program, licenses child care centers and home-based child care, administers Georgia Childcare and Parent Services (CAPS) program, federal nutrition programs, and manages Quality Rated, Georgia’s community powered child care rating system.
The department also houses the Head Start State Collaboration Office, distributes federal funding to enhance the quality and availability of child care, and works collaboratively with Georgia child care resource and referral agencies and organizations throughout the state to enhance early care and education.
Job Summary:
The CAPS Data Analyst will report to the CAPS Director of Systems and Data. Under limited supervision, the CAPS Data Analyst will supervise the workload of the CAPS Data Support Analyst and manage the data and reporting function within the CAPS program. Data and reporting functions include: fulfilling ad hoc data and analysis requests, creating, compiling, communicating, and presenting canned weekly reports and metrics, and working closely within the systems and data team to ensure that the data being used by our information systems are integrated, clean, and accurate.
Job Responsibilities:
- Ensures that weekly recurring productivity reports and program metrics are delivered to management and leadership on a timely basis.
- Manages the intake and delivery process of ad-hoc data and reporting requests made by program leadership and management. Effectively prioritizes and communicates expectations to stakeholders.
- Maintains documentation of data sources and source attributes, such as accessibility, stakeholders, owners, applications, and other information necessary to manage source data.
- Maintains documentation of recurring reports and data files along with attributes of those reports and files, such as report names, stakeholders, preparation instructions, applications used to create or present reports, distribution groups, data sources, and location of reports.
- Conducts data analysis upon request from program leadership. Summarizes findings of data analysis for key stakeholders in a way that is easy to understand.
- Manages and prepares appropriate reports, charts, graphs, and presentations necessary to communicate the results of data analysis.
- Ensures data and reports provided to stakeholders are accurate, clean, and reliable sources of information.
- Coordinates with data and reporting resources outside of the CAPS program for purposes of a shared understanding and accessibility of CAPS and other relevant data necessary for program management.
- Responsible for coordination, compilation, and completion of annual and monthly federal reporting requirements.
- Works closely with the IES and Data Systems Manager to ensure that information systems, changes to information systems, and interfaces are accurately and consistently providing the data required by the program.
- Manages the open records request process for the CAPS program. Acts as liaison between the CAPS program and the Department’s Legal Division for open records requests. Fulfills data requests from external parties as part of open records requests or to assist other divisions or agencies.
- Manages the development of new reports or the enhancement of existing reports.
- Provides guidance and support to other staff and management on the conclusions reached through data analysis.
- Researches, advocates for, and plans how to obtain access to and/or coordinate the use of different data sources that will be beneficial to program operations.
- Assists with policy development and policy decisions through data analysis, surveys, and research activities.
- Uses business intelligence tools, such as Microsoft Excel, PowerBI, or Tableau for purposes of data analysis and presentation.
- Manages Data Sharing Agreements necessary for access to data and sources.
- Works with internal data security officers to ensure compliance and security of data.
- Serves as a subject matter expert for high-quality data visualization standards within the CAPS program.
Entry Qualifications:
- Bachelor’s degree in business or related field from an accredited college or university AND Four years of experience related to area of assignment. Note: An equivalent combination of education and job specific experience that provided the knowledge, experience and competencies required to successfully perform the job at the level listed may be substituted on a year-over-year basis.
Agency Preferred Qualifications:
- Experience working with multiple information systems, sources, and interfaces.
- Knowledge of how to relate or combine data from different systems and reports.
- Knowledge of or experience with Georgia Gateway Integrated Eligibility System.
- Advanced skills using Microsoft Excel
- Intermediate skills using PowerBI
- 2 years of experience creating and analyzing workload, operational, and productivity data and reporting.
- Training in data visualization and presentation.
Technical Competencies:
- Broad understanding of the state or national child care landscape, including subsidized child care, or broad understanding or experience with related human service programs
- Ability to strategically design analyses that inform agency policies and how the agency meets state and federal priorities
- Ability to measure and evaluate program and process effectiveness.
- Understanding of best data practices to protect the privacy and confidentiality of sensitive data
- Knowledge of how information systems use business rules for eligibility determination
- Ability to use data to problem solve and to inform the design of business processes
- Advanced skills in Microsoft Excel (e.g., vlookups, pivot tables, nested if statements)
- Intermediate skills using other Microsoft Office products: Word, PowerPoint, Visio, PowerBI, Sharepoint, and Teams
- Ability to execute high quality customer service by anticipating customer needs, providing services accurately, in a respectful and timely manner, and establishing and maintaining effective contact and follow through with customers
- Ability to develop and maintain positive work relationships

- Excellent communication skills, both oral and written, and organizational skills
