This vacancy is located at SCLHSA’s Administration Office in Houma, LA. The incumbent is responsible for the oversight of the day-to-day support of both the production and testing of EClinicalWorks (eCW) platforms and serve as the primary point of support for eCW system users. The incumbent will also provide ongoing training and support for all existing and new staff members and assist users in applying the electronic health record upgrades.

MINIMUM QUALIFICATIONS:
A baccalaureate degree plus three years of experience in information technology, project management or business analysis.
SUBSTITUTIONS:
1. An associate’s degree in information technology will substitute for the baccalaureate degree.
2. Two years of experience or training in information technology will substitute for the baccalaureate degree. Candidates without a baccalaureate degree may combine experience or training in information technology and college credit to substitute for the required baccalaureate degree as follows:
30 to 59 semester hours credit will substitute for six months of experience or training in information technology towards the baccalaureate degree.
60 to 89 semester hours credit will substitute for one year of experience or training in information technology towards the baccalaureate degree.
90 or more semester hours credit will substitute for one year and six months of experience or training in information technology towards the
baccalaureate degree.
A maximum of 90 semester hours may be combined with experience or training in information technology to substitute for the baccalaureate
degree.
3. Six years of full-time work experience in any field may be substituted for the required baccalaureate degree. Candidates without a baccalaureate degree may combine work experience in any field and college credit to substitute for the baccalaureate degree as follows:
30 to 59 semester hours credit will substitute for one year of experience towards the baccalaureate degree.
60 to 89 semester hours credit will substitute for two years of experience towards the baccalaureate degree.
90 to 119 semester hours credit will substitute for three years of experience towards the baccalaureate degree.
120 or more semester hours credit will substitute for four years of experience towards the baccalaureate degree.
A maximum of 120 semester hours may be combined with experience to substitute for the baccalaureate degree.
4. A baccalaureate degree with twenty-four semester hours in computer science, management information systems (MIS), quantitative business analysis-computer science, electrical engineering, information systems and decision sciences, computer engineering, mathematics, telecommunications, or computer information systems will substitute for up to one year of required experience.
5. A master’s degree will substitute for up to one year of required experience.

Multiple specialized degrees and/or master’s degrees will substitute for a maximum of one year of required experience.

FUNCTION OF WORK:

SUPERVISION RECEIVED:
General from a Business Technology Supervisor or IT Manager. Other reporting relationships may be approved by SCS.
SUPERVISION EXERCISED:
May provide guidance to lower-level personnel.

State agencies with business technology activities that are outside of the scope of the Office of Technology Services.
JOB DISTINCTIONS:
Differs from Business Technology Analyst 2 by the presence of advanced-level tasks relative to business technology activities that are outside of the scope of the Office of Technology Services.
Differs from Business Technology Specialist 1 by the absence of serving as a technical lead for business technology activities that are outside of the scope of the Office of Technology Services.
95% Electronic Health Record (EHR) System Management:
- Function as the primary point of contact for all issues and requests relating to the eCW Administrator.
- Respond to end-user requests for issue resolution, create and monitor support tickets with eCW and work to resolve problems quickly and accurately.
- Create, modify and terminate (if necessary) eCW user accounts and user groups, including modifications and appropriate security settings.
- Create and modify templates as it relates to the clinical and medical documentation.
- Deliver EHR training to new employees as well as training on new features to existing employees.
- Create and maintain eCW training materials as necessary.
- Assist in various reporting functions, using both native eCW tools and external reporting tools.
- Work with various departments (Clinical, Operations, Fiscal, etc.) to examine workflows within eCW and make updated recommendations as appropriate.
- Manage all upgrades and feature implementations including hardware-based solutions (e.g., eCW kiosks).
- Work with the IT Department staff during outages to ensure access to eCW through alternative means.
- Work with outside entities as required with regards to eCW interfaces (e.g., immunization, laboratory, HIE, etc.)
- Serves as eCW point of contact for patient safety advisories including managing notifications from eCW and communicating those to internal staff as appropriate.
- Attend and/or participate in eCW training to stay up to date on eCW features.
- Provides daily support to eCW end users through troubleshooting, coaching, and consulting to facilitate the implementation, integration, and optimal use of eCW.
- Identify, assess, troubleshoot EHR related issues as they occur, and see through to full resolution.
- Consult with IT Department, Clinic Manager(s) and Department Supervisors for issues that require additional assistance as needed.
- Assists in other clinic activities or clinic-related tasks as assigned.
