This position serves as the Management Analyst for the Veteran Programs and Memorial Affairs Division of the Minnesota Department of Veterans Affairs (MDVA) and provides support to the agency by collaborating with MDVA Senior leadership to evaluate individual veteran programs and services, analyze the relevancy of statutes and administrative rules that govern how veteran programs are operated and how benefits and services are provided, and assess the effectiveness of the current policies and operating procedures of the division.

These responsibilities include conducting studies of departmental organization, methods and systems to recommend and install new work methods and procedures by determining and monitoring the overall study process and making final recommendations for MDVA programs that have a statewide impact. These recommendations may include topic areas such as records and publications management; policy and procedures development/analysis; Administrative Rules and Statutory development/analysis; organization of office spaces; work and information flow; systems analysis/design; data processing; fiscal and budgetary analysis; cost/benefit analysis; and the review of state and federal legislation.

Minimum Qualifications

• Analyzing and interpreting state statues, federal statutes, rules and regulations and/or policies to determine how they affect the organization and its external customers
• Experience in drafting policies, procedures and/or developing reports
• Data analysis sufficient to identify trends, organize large datasets, and present data to stakeholders

Preferred Qualifications

• Experience facilitating and/or conducting meetings such as hearings, grievances and appeals
• Experience in Power BI or Tableau
• An advanced degree in public policy, public administration, law, or related field
• Experience with the MN Data Practices Act
