Job Location: Columbia, SC

This position is located in the Bureau of Strategic Planning & Research, Richland County. Coordinates and works with Project Management Office team members and other pertinent stakeholders on projects, policies, and process improvement initiatives. Facilitates the success of the DHHS’s Strategic Plan and oversees priority projects, policies, and processes by providing support using business analysis and project management tools and methods.

  • Utilizes knowledge, skills, and behaviors related to analysis of the problem or opportunity being addressed and analysis of gaps and feasibility of solutions. Assists in identifying the problem or opportunity that needs to be addressed. Identifies and documents the stakeholders involved in the projects, policies, or process improvement initiatives. Conducts the current state analysis and documents all the current capabilities and architecture. Conducts the future state description for the desired result of the problem or opportunity. Documents the viable options that could address the problem or opportunity. Identifies, assesses, and develops strategies to handle project, policy, and process improvement initiative risks. Assists in defining the change that will occur in project, policy, and process improvement initiatives and how to manage the effects of this change. Assists with lessons learned meetings at the end of projects, policies, and process improvement initiatives.
  • Utilizes knowledge, skills, and behaviors involved in the ability to elicit project, policy, and process improvement information from multiple sources and manage stakeholders and their expectations through the procedure. Plans elicitation activities that will be used in projects, policies, or process improvement initiatives. Conducts all the planned elicitation activities. Confirms the elicitation results with all stakeholders and project team members. Sends out the business analysis information that has been collected through the elicitation activities. Assists in managing the stakeholders’ expectations and interactions within the elicitation activities. Tracks conflict with the elicitation activities and between stakeholders with regards to requirements. Manages conflict within the elicitation activities.
  • Utilizes knowledge, skills, and behaviors involved in the ability to plan for, conduct, track, and manage testing activities and validation solution value along with addressing gaps in the end result’s capabilities. Develops the Testing Plans for projects, policies, or process initiatives. Executes all the testing activities from the Testing Plan. Documents the results from the testing activities. Analyzes the testing results and the action needed for fixing any issues. Assesses the limitations of the current and viable solutions. Assists in assessing the organization’s limitations with regards to the viable solutions.
  • Perform other related Project Management Office duties as required.

A Bachelor’s Degree and four (4) years of experience working on multiple enterprise systems, process improvement, and policy projects simultaneously that range in complexity from minimal to intricate levels. Ability to prepare and present oral, written, and graphic reports clearly and concisely. Current knowledge base in business analysis, project management, and Agile methodologies. Proficiency in MS Project.

REQUIREMENT: Certification of Capability in Business Analysis (CCBA), A Certified Business Analysis Professional (CBAP) form the International Institute of Business Analysis (IIBA), or Professional in Business Analysis (PMI-PBA).

Must have and maintain a valid driver’s license.
