Overview

The Vermont State Archives and Records Administration (VSARA), a division of the Office of Secretary of State, seeks an innovative problem-solver and service-oriented project manager and data analyst to provide professional and technical work involving data collection and analysis related to projects and initiatives, many of which are driven by legislation and legislative requests.

Overview

VSARA Project Managers and Data Analysts develop and maintain expertise in the business needs of programs and initiatives carried out by VSARA and manage a broad diversity of projects to identify, support and implement service improvements. Employees serving in this role are excellent communicators and collaborators who are comfortable with working with multiple and varied business partners and stakeholders and being both project managers and hands-on practitioners for data collection, management, and analyses.

Ideal candidates have strong analytical and data management skills, considerable abilities to understand and translate compliance objectives into business requirements, and related experience in database administration, computer programming, data analysis, or technical project management.

What Will You Do?

In This Role, You Will

This position will initially focus on a specific legislative initiative related to VSARA services to municipal clerks for the recording of land records and related compliance requirements passed in 2022 (Act 171).

  • Work with a variety of internal and external stakeholders to understand data collection, analysis, and reporting needs and to coordinate on capabilities and required data information needs.
  • Establish data collection tools/reports as well as systems to collect data to support the analysis of the fiscal, operation and governance sustainability in meeting compliance requirements.
  • Analyze data to find fiscal, operation and governance sustainability opportunities and to offer business analysis and strategies as appropriate and to facilitate problem solving.
  • Collaborate with representatives from a wide range of associations and with system providers to maximize compliance and improvement opportunities, including integration with existing or planned municipal and state systems.

Environmental Factors

Duties are performed in a standard office setting. Considerable interaction with Information Technology Section, users, and other department staff is involved

Minimum Qualifications

Bachelor’s degree in public policy, business, computer science or economics AND two (2) years or more of experience in database administration, computer programming, data analysis or technical project management.

OR

Associate’s degree in public policy, business, computer science or economics AND four (4) years or more of experience in database administration, computer programming, data analysis or technical project management.

Special Requirements

Familiarity with taxes may be preferred in Tax Department positions.
