Summary

The position is located in the Management Support Unit (MSU), Overseas Citizens Services Directorate (OCS), Bureau of Consular Affairs (CA). The Management Support Unit is mandated with providing management support for all of OCS offices. The incumbent serves as a Management and Program Analyst with responsibility for providing analytical and advisory services and planning and coordinating a broad range of activities in one or more of the major MSU functional areas.

Duties

Provides expert advice and guidance to OCS management in the planning and execution of the full range of management and program activities.

Interprets government-wide legislation, regulations and Bureau and Department policies affecting the assigned area (s) of functional responsibility and assesses their impact on Directorate program and management activities.

Takes or recommends actions to management on achieving organizational objectives and recommends future program and management objectives that are closely aligned with the CA and OCS missions.

Serves as the focal point for the full range of program management policy issues in the assigned area(s) of responsibility affecting and impacting Directorate missions, functions, and programs.

Qualifications

Applicants must meet all the required qualification requirements described below by the closing date of this announcement.

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.

Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.

Applicants must have 1 year of specialized experience equivalent to the GS-11 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.

GS-12 Applicants – Qualifying specialized experience must demonstrate the following:

Experience interacting with others;

Experience analyzing and interpreting regulations and procedures;

Experience analyzing management information requirements to develop program or administrative reporting systems including the systems specifications, data gathering and analytical techniques, and systems evaluation methodology; and

Experience drafting correspondence to posts abroad, members of Congress, representatives of other federal, state, and local government agencies, and/or foreign embassy officials at senior levels.

There is no substitute of education for specialized experience for the GS-12 position.

Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.

GS-13 Applicants – Qualifying specialized experience must demonstrate the following:

Experience interacting with others;

Experience analyzing and interpreting regulations and procedures;

Experience analyzing management information requirements to develop program or administrative reporting systems including the systems specifications, data gathering and analytical techniques, and systems evaluation methodology;

Experience drafting correspondence to posts abroad, members of Congress, representatives of other federal, state, and local government agencies, and/or foreign embassy officials at senior levels; and

Experience analyzing and evaluating (on a quantitative or qualitative basis) the effectiveness of line program operations in meeting established goals and objectives.
