Virginia Tax’s office of Business Support Services is seeking an experienced Senior Business Analyst to join the team in the Business Quality Improvement Unit. The Business Quality Improvement (BQI) Unit serves as the business systems owner of the agency’s state tax accounting system of record, Advantage Revenue (AR). In addition, BQI works across operational offices to evaluate existing processes and/or design new processes and make recommendations for modifications to support, enhance, streamline, and improve overall performance.

As the Senior Business Analyst, you will be responsible for; researching, gathering, and documenting AR business requirements; reviewing and approving AR general systems design documentation; coordinating and conducting AR user acceptance testing; and reviewing and prioritizing AR bugs. You will also be responsible for evaluating business processes in order to identify opportunities to improve service quality, reduce operating expenses, and enhance operating efficiencies. In addition, you will be responsible for gathering, compiling, and analyzing statistical data; developing options for improving business outcomes; and preparing reports and workflow diagrams. You will work closely with the operating areas and development teams to ensure that business improvements are implemented in accordance with requirements.

Responsibilities Include:

  • Reviewing Advantage Revenue (AR) change requests and determining and documenting business requirements for implementing the change
  • Analyzing legislation to determining impacts on current AR processes and business rues to develop viable options for implementing the legislation
  • Planning and coordinating AR user acceptance testing activities among assigned testers and participating in the testing of AR changes
  • Developing and running queries against large, complex databases to extract data for analytical

purposes

  • Documenting, mapping, and analyzing current processes and procedures to determine opportunities for improvement
  • Conducting data and process analyses, as assigned, to support projects

The anticipated hiring range is commensurate with experience, up to $75,000.

Minimum Qualifications
  • Experience researching, gathering, and documenting business requirements for a large, complex integrated system
  • Experience preparing test plans, leading testing efforts, and preparing and executing testing scripts for either systems or user acceptance testing initiatives
  • Experience conducting business process reviews that include activities such as: mapping the process, identifying process weaknesses, developing solution options to improve the process, and preparing reports and presentations to communicate findings
  • Experience analyzing data to evaluate process performance, identify inadequacies, and inform decision-making
  • Strong Microsoft Office skills, including Excel, Word, PowerPoint, and Visio
  • Experience writing and executing queries to extract data for use in analyzing processes

Preferred Qualifications
  • Bachelor’s degree in business, computer science, accounting, statistics, or related field
