The Virginia Employment Commission (VEC) is seeking to fill the position of Employee Relations Analyst Senior in our Human Resource Management Services Division located in our Henrico central office. This is a unique opportunity for a well-qualified candidate to join our talented HR team at the VEC, and partner with us as we not only strive to become the best agency in the state, but the best employment agency in the nation!

This position requires someone with demonstrated experience handling multiple aspects of employee relations for an organization, including progressive discipline, grievance procedure processes, mediation, ADA accommodations, workplace investigations, and discrimination complaints.

Prior experience working in these areas as well as a broad, comprehensive employee relations knowledge base will be integral to your success in this role, as you will serve on a team working on related ER issues and consult with agency managers, supervisors, employees, and external parties.

You will also handle confidential and sensitive information, as you conduct fact findings related to complaints from or about agency employees, respond to inquiries received from the Equal Employment Opportunity Commission (EEOC) or other outside entities, as well as complaints from employees or customers that have participated in VEC programs and complaints related to Civility in the Workplace.

Importantly, the incumbent to this role will also prepare and deliver related training, develop and implement policies and procedures, and prepare written communications that reflect thoughtful analysis, factual information, and professional judgement.

This position is physically located in and reports to our Henrico central office.Effective July 5, 2022, in accordance with the Governor of Virginia and pre-pandemic policies, Virginia State Employees will return to the physical workplace. Minimum Qualifications
At a minimum, the qualified applicant will possess:

Considerable knowledge of employee relations programs, policies and procedures, responsibilities, and deadlines (particularly related to disciplinary actions and due process, mediation, grievance procedure and workforce investigations), and related federal and state laws are requirements (e.g., American’s with Disabilities Act as amended; Age Discrimination in Employment Act; Title VI and Title VII of the Civil Rights Act of 1964 and amendments).

Strong facilitation, conflict avoidance, negotiation, analytical, leadership, oral and written communication, and computer (e.g., software applications, such as MS Office Suite) skills.

Ability to conduct fact findings, document findings, and recommend solutions.

Ability to interpret and apply agency, state, and federal laws, policies and procedures, and to ensure the agency is compliant and its actions are legally defensible.

Ability to collect and analyze data, make recommendations and prepare responses that are logical and legally supportable, counsel and advise managers and employees in the resolution of ER related issues, and establish and maintain effective relationships with others that builds trust and respect.

Preferred Qualifications
In addition, preferred candidates will have:

A degree from a college or university with applicable course work and experience in human resources or equivalent experience and training.

Experience implementing organizational change initiatives related to employee relations that improve customer services, program efficiency, and effectiveness.

Experience responding to discrimination complaints and conducting workplace fact findings.

The selected candidate must successfully pass a background investigation.
