Deliverables

The Consultant will be responsible for the following deliverables:

Participate in the IA2030 data collection and analyses in close collaboration with all involved stakeholders:

  • Establish and document data flow and governance mechanisms for IA2020 reporting needs.
  • Provide technical guidance to the WHO Immunization Information System (WIISE) and the electronic WHO/UNICEF Joint Reporting Form (eJRF) for Immunization team in the review, validation and analyses of IA2030 data.
  • In consultation with WHO regions, other WHO headquarters departments, partners and any other stakeholder, collect and document IA2030 data not yet available in WIISE Mart.

In consultation with IA2030 Strategic Priority and transversal priorities Working Groups, provide technical input by analyzing indicators for annual technical progress reports, periodic in-depth technical progress reviews, and annual IA2030 scorecard updates.

  • Provide technical input to the in-depth analyses of trends in indicators and potential root cause analyses and evaluations.

Participate as a member of the core (ME) Working Group (WG) secretariat group to support the implementation of the ME WG areas of work.
Contribute to the analyses and data needs the refinement / development of indicators and target setting for the global and regional ME frameworks.
In consultation with the Scorecard development team, ensure indicators are appropriately visualized and described.

  • Contribute to the ME data visualizations in consultation with partners and WHO regional offices.
  • Provide analysis for inputs to WHO s Strategic Advisory Group of Experts on Immunization (SAGE) meetings, WHO s Executive Board and World Health Assembly.
    In consultation with the Data Strategy and Working Group, promote the alignment between the Strategic Priority Work Groups.
  • Deliverable 1 scripts to calculate IA2030 indicators developed;
  • Deliverable 2 views for IA2030 indicators developed;
  • Deliverable 3 IA2030 visuals developed;
  • The first three deliverables require several iterations and working versions are expected by July 2022, with improvements by December 2022.
  • Deliverable 4 Detailed documentation of all processes for the management and visualization of IA2030 indicators expected by end of consultancy

Qualifications, experience, skills and languages
Educational Qualifications:

Essential

  • First level university degree in health or data sciences, statistics, epidemiology, or another related field.
Experience

Essential

  • At least 2 years of professional experience in data management, data mining, analysis and data visualization.

Desirable:

  • Experience and knowledge of WHO operations from within the organization and/or as a partner.
Skills/Knowledge:
  • Demonstrated effective working relations with multi-disciplinary and multicultural teams.
  • Proven expertise in data analysis, excellent command in SQL language, Power BI, Microsoft Access, and in a statistical software (i.e. R ).
  • Knowledge of vaccine-preventable diseases and immunization information systems, and experience working with XMart would be an asset.
