Job Title: Sr. Program Analyst


Work Location: Remote


Clearance Required: Public Trust

The Senior Program Analyst acts as a special assistant to the CISO and supports program activities related to the vision and mission of the OCIO program. This position requires in-depth work experience in information technology, technical and business organizations. Excellent written and verbal communications skills as well as the ability to articulate and translate complex technical, business and program concepts into understandable objectives is a necessity.


Responsibilities:

  • Interact positively with OCIO internal and external customers (e.g. clients, co-workers, and associates) acting as an Executive office liaison with outside business organizations and industry associations.
  • Support the execution and development of process workflows for the ISC and across OCIO.
  • Collaborate across the OCIO to ensure system integration between correlated projects and initiatives.
  • Contribute to a program communication plan that it can be used to manage outreach efforts.
  • Participate in marketing efforts that promote OCIO.
  • Support OCIO Leadership with program data calls, executive briefings, or executive presentations often drafting correspondence, presentations, and announcements from the executive office.
  • Support Senior Management with requested support for high interest initiatives, requirements and data calls such as FISMA and OMB mandates.
  • Advise on the potential benefits/uses of automation to improve the efficiency of administrative support or program operations.
  • Analyze management information requirements to develop program or administrative reporting systems including data gathering and analytical techniques, and evaluation methodology.
  • Ensure consistency among products and with USDA standards and industry best practices.
  • Complete assigned tasks accurately meeting activity deadlines. Adhere to commitments and agreed upon deliverables.
  • Assist in developing user documentation and departmental policies and procedures.
  • Act as a primary liaison between business users and IT project teams.
  • Elicit, document and manage functional requirements and rules.
  • Maintain records of deliverables and prepare special reports.
  • Maintain current knowledge of IT trends and innovations; attend and participate in job-related seminars and professional group meetings; read applicable industry publications.
  • Support program operations, security operations, budget and procurement in a myriad of tasks to include:
  • Initiate and coordinate information needed for procurement packages; follow procurement process by completing analysis of requested product(s) to be purchased and ensure all relevant information is provided to the customer in support of successful completion of procurements.
  • Assist in the preparation of bid specifications, and technical evaluation of bid proposals for computer and network equipment and software.
  • Work closely with the USDA CISO, USDA Deputy CISO, and OCIO procurement resources, OCIO ISC Acquisition Program Manager, and OCIO ISC leadership to ensure successful completion of procurement, budget and program operations tasks.
  • Complete weekly a procurement update report which includes data on contracts, funding and upcoming procurements.
  • Work with OCIO ISC Operations Manager on Capital Planning and Investment Control (CPIC) reporting, data calls and other various requests.
  • Complete monthly updates to CPIC reports as it pertains to the OCIO ISC acquisition and contract strategy reporting.
  • Assist with generating financial reports/accounting functions.
  • Research and investigate new or improved business, management and security practices for application to ISC programs or operations.
  • Identify resources (staff, funding, equipment, or facilities) required to support varied levels of program operations.
  • Review administrative audit and investigative reports to determine appropriate changes or corrective action required.
