Job Duties
Under general supervision, the Staff Services Analyst (SSA), coordinates a variety of activities for the Registration and Titling (R&T) Program such as providing consultation services, to the public, management and staff on complex aspects of change of ownership such as transfer, private sales, default notice and change of situs address.

Essential Functions
Perform a wide range of analytical assignments related R&T activities by analyzing statutes, regulations, and policies. Identify and utilize data to address issues or areas of improvement and providing recommendations to management on process improvements to better serve customers. Analyze and process complex R&T transactions, such as business customer accounts, out-of-state units, disposals, OMV registered units, and database migration. Develop research summaries for Legal Affairs Division (LAD) or other external parties to assess relevant data critical to the success of R&T. Assist in making informative decisions on process improvements.
Create, compile, and maintain various reports pertaining to program efficiency, customer service and production goals. Establish and maintain comprehensive statistical metrics, enter data into various metrics and files received from District Offices and other Division units. Generate reports from the information gathered and make recommendations to management on process improvements. Implement changes based on data collection and create solutions to resolve identified problems. Extract data from various metrics to generate specific reports requested.
Research rules, laws, regulations, historical files, OMV regulations, and compliance standards to respond to R&T inquiries from the public, other governmental agencies, and stakeholders. Respond to complex questions and relay information in writing and verbally in a clear and concise manner. Conduct research on account deficiencies, determine appropriate course of action, such as ownership transfers, requests for proof of ownership, or transfer of ownership. Assist Associate Governmental Program Analyst to research and gather applicable documents related to Public Records Act (PRA) inquiries and submittal to LAD.
Evaluate and conduct R&T training need assessments to provide feedback and support to the R&T Training Coordinator based on continuous informational requests from stakeholders, PRA requests, and other governmental agencies. Assist with developing training materials, evaluations and general training procedures based on internal and external stakeholder needs. Provide assistance drafting new and modify existing policies and procedures in compliance with new legislation and distribute within R&T. Assist in the operational assessment of the Fee and Tax Waiver and Elite Business Customer Account programs to identify problem areas and make action plan recommendations consistent with established program objectives, goals and procedures. Update, revise and create new forms for new or updated processes as needed for R&T. Assist in the development, testing, and implementation of the Codes and Standards Automated Systems by providing R&T modification feedback to better suit the business need.
