Job Detail:

Reporting to a Senior Data Scientist or Director of Data Science, the Junior Data Scientist works within the Data Science unit to utilize automated valuation systems to determine assessed values of properties and ensure that parcels are assessed in a fair, uniform and timely manner. Additional duties include assisting in the development and testing of technological platforms to be used in the assessment of properties, performing ad hoc data analyses, writing and modifying programs to analyze data, and creating visualizations, presentations, and memoranda.

Essential Job Duties

  • Executes queries to ingest analysis data into statistical programs and create new fields.
  • Modifies and executes statistical models to generate predicted property values and other predicted outcomes.
  • Creates parsimonious mathematical equations to estimate with statistical models.
  • Interprets outputs from linear regression models and other statistical estimation procedures.
  • Modifies and executes statistical programs to calculate assessment performance metrics and other measures of statistical precision and accuracy.
  • Creates, modifies, and executes simple programming functions in an object-oriented programming framework. Such functions may include renaming fields, joining data, and creating new fields.
  • Uses application templates to create new interactive applications that generate markdown reports based on user-inputs.
  • Drafts memoranda summarizing statistical analyses using Markdown.
  • Creates graphs, charts, tables, and other visualizations to communicate the results of statistical analyses.
  • Utilizes Git version control to synchronize local and remote repositories.
  • Uses good judgement to communicate and relate more complex issues to the Senior Data Scientist, as appropriate.
  • Proactively searches the internet for solutions to technical problems.
  • Completes internal and external training programs in data science as directed by the Senior Data Scientist.
  • Works extended hours and overtime, as needed.

Minimum
Qualifications

  • Bachelor’s Degree from an accredited college or university.
  • One (1) year of full-time experience creating, estimating, interpreting or leveraging linear regression models.

Preferred Qualifications

  • Graduation from an accredited college or university with a bachelor’s degree in economics, statistics, urban planning, public policy, business, or STEM field.
  • Proficiency in R, SQL, Git version control, or geographic information systems.

Knowledge, Skills, and Abilities

  • Knowledge of and ability to consistently interpret and apply CCAO policies, procedures, practices and guidelines or the ability to gain such knowledge.
  • Knowledge of CCAO’s operations, function, procedures, activities and the property tax system, or the ability to quickly gain such knowledge.
  • Knowledge of assessment valuation standards, practices and techniques, and the three approaches to assessing value, or the ability to quickly gain such knowledge.
  • Level 1 (novice) proficiency in the following foundational concepts:
    • Programming in R, Shiny, and Markdown.
    • Using Git version control.
  • Level 2 (advanced beginner) proficiency in the following foundational concepts:
    • Programming in SQL.
    • Data analysis in Excel.
  • Write short memoranda describing statistical analyses and their results.
  • Familiarity with the role of the Assessor in Cook County Government.
  • Ability to adjust to new techniques and procedures.
  • Ability to execute internet search to resolve issues.
  • Ability to communicate technical concepts to non-technical audiences.
  • Ability to work with others; excellent interpersonal skills in dealing with co-workers.
  • Ability to coordinate and carry out instructions, learn and assist co-departments with day-to-day operations, and meet CCAO and departmental deadlines, and effectively utilize time with limited oversight.

Physical Requirements

  • Visual acuity to review and edit written communications for long periods of time.
  • Walking between offices and buildings may be required.
  • Repetitive use of hands to handle and/or operate standard office equipment.
  • Regular use of a telephone to communicate.

ANNUAL SALARY: $70,184 – $73,043 (Commensurate with Experience) GRADE: 16
