This role will be responsible for supporting senior MBTA Leadership in helping to perform project management & analysis, develop policy and create briefings and presentations. The Deputy Director of Strategic Initiatives & Analytics will work closely with senior transportation officials and subject matter experts. The Deputy Director will support policy formulation process by helping to perform analysis on internal and external data sources. Moreover, the Deputy Director will assist internal staff in creating presentations and briefings for use by senior staff at meetings with stakeholders. This role is critical in executing projects, managing change, driving functional excellence and process improvement. The Deputy Director will need to build and maintain strong relationships with across the MBTA, its Board of Directors, and its stakeholder community. The role will require strong verbal and written communication skills. The Deputy Director of Strategic Initiatives & Analytics will work on special projects as assigned.

Duties & Responsibilities
  • Provides a hands-on and strategic ability to lead and/or provide project support to critical initiatives and projects, including cross functional and cross departmental projects and policy development
  • Handles sensitive information in a strictly confidential manner
  • Assists senior MBTA Leadership in developing and coordinating policy and briefing materials for meetings with the MBTAโ€™s Board of Directors and stakeholder groups
  • Collaborates with project sponsors to bring definition to a project, facilitate development of requirement documents, project charter, and stakeholder analysis, create project plan outlining scope, objectives, deliverables, dependencies, resource requirements, and timelines
  • Creates comprehensive and effective change management strategies to mitigate risk and ensure project success
  • Leads or assists with analysis of financial and industry data to support work product for senior leadership
  • Supports the internal staff in the development of reports, charts, and presentations
  • Provides innovation and creativity to the project management workflow
  • Monitors assigned government decision making bodies and reports
  • Upholds the rights and interests of the Authority while building and maintaining an effective relationship with employees.
  • Works on special projects and related duties as assigned

Minimum Requirements & Qualifications
  • A minimum of five (5) years of relevant progressively responsible experience in project management, process improvement, quantitative analysis, financial management, operations, and/or related fields
  • Two (2) years of leadership, management, and/or large projects
  • Highly organized with a demonstrated ability to manage time, resources, and people across multiple complex and concurrent projects
  • Demonstrated strong communication skills with an ability to communicate effectively across organizational levels and ability to manage high-level and high-profile internal and external stakeholders
  • Demonstrated ability to explore, comprehend, and define complex problems and develop creative, data-driven, and workable solutions that deliver results to improve organizational effectiveness and efficiency in a challenging operational environment
  • Working knowledge of Tableau, Microsoft Project Suite, Visio, or other data visualization tools
  • Demonstrated experience with data analysis, including ability to organize data and leverage effective problem-solving skills
  • Ability to build strong relationships with internal business partners and experience working with multiple business partners
  • Ability to learn quickly and use creative, collaborative, and consultative approaches to resolve issues
  • Experience packaging complex projects for executive-level or similar presentations
  • Possess excellent customer service skills, and the ability to provide internal and external customers with a courteous and professional experience
  • Demonstrated ability to work in an evolving, dynamic, and fast paced environment.
  • Adhere to rules, regulations, collective bargaining agreements (if applicable) and policies of the MBTA including the EEO, anti-discrimination, anti-harassment, and anti-retaliation policies.
  • Ability to pass a Criminal Offender Record Information (CORI) check, background screening, and the MBTAโ€™s medical requirements, including a physical examination and drug and alcohol screening.
  • Have a satisfactory work record for the two (2) years immediately prior to the closing date of this posting, including overall employment, job performance, discipline, and safety records (infractions and/or offenses occurring after the closing of the posting and before the filling of a vacancy may preclude a candidate from consideration for selection).
  • The ability to work any and all shifts and/or locations as assigned or directed.

Substitutions Include
  • Masterโ€™s degree can substitute for two (2) years of applicable work experience
  • Associates Degree plus an additional seven (7) years of policy development and project management can substitute for a bachelorโ€™s degree
  • HS/GED plus an additional twelve (12) years of policy development and project management can substitute for a bachelorโ€™s degree


PREFERRED QUALIFICATIONS:

  • Bachelor’s degree from an accredited institution, in public policy, government, economics or related field.
  • Experience in Government, Policy Advocacy, Transportation, or a similar organization/industry.
  • Lean Green Belt or Six Sigma experience
