POSITION SUMMARY

The Sr. HRMS Functional Business Analyst within the Human Resources Department identifies, elicits, documents, and translates technology requirements based on the strategic plans and project areas for Mecklenburg County departments. This lead position, under minimal supervision, must be knowledgeable of both the business (department) needs and the related information technologies that assist in addressing those needs. Incumbents are responsible for reviewing, modifying, and recommending database and system application requirements to meet business needs, evaluating, and refining that process, and serving as a liaison between the department and IT. The incumbent will also be responsible for escalated production issues, evaluating and performing root cause analysis, and determining the best resolution. This position requires system configuration, testing, analyzing, and implementation of new functionality.

ESSENTIAL FUNCTIONS

Position will consist of operational support (+/- 70%) as well as business analyst duties (gathering requirement, gap analysis, process workflows, etc.)
Duties may vary depending on assignment: Provide functional support for HR systems including assessing system capabilities/utilization, resolving issues, and overseeing day-to-day activities.

  • Administer and maintain security in HR software applications.
  • Perform system administration functions including setup, update tables, tasks, business process configurations, and testing.
  • Support integrations with other related internal systems and vendor integrations, as needed.
  • Be a subject matter expert on HRMS application (PeopleSoft desired) and provide production support to users
  • HCM, Benefits, Compensation, Performance Management, Recruiting and Learning Management, Reporting.
  • Create reports, import/export data to/from the system, provide ad-hoc and recurring scheduled reporting to internal and external partners.
  • Act as a liaison between the Department and County IT Services during active projects.
  • Support ITS technical developers with requirements definition, testing, and customer communications.
  • Partner and collaborate closely with HR teams, IT and Finance
  • Develop new queries, including gathering requirements, validating data, and analyzing results.
  • Manage and facilitate requirements gathering for medium or large-size and complex technology projects.
  • Assimilate, evaluate, analyze, implement, and maintain relevant systems which are enterprise wide.
  • Develop and maintain relevant procedures and standards to ensure consistency.
  • Write system specifications, build process maps, conduct fit-gap analysis and capture requirements.
    Create and execute test plans/scripts.
  • Support application upgrades, integrations, customer-requested enhancements, special projects, and daily production support issues.
  • Assessing, testing, and accepting system enhancements (including vendor releases/patches) and evaluating the impact to business processes.
  • Serve as system information data expert and procedural consultant.
  • Create training materials and provide system training to end-users.
  • Work independently as well as part of a team to achieve required results.

MINIMUM QUALIFICATIONS
Experience: Minimum of four years of directly related experience.
Education: Bachelor’s degree in Information Technology, Computer Science Business Administration, or related to specific assignment.

Licenses and Certifications
May require a valid North Carolina or South Carolina driver’s license

PREFERRED QUALIFICATIONS

  • Significant knowledge of PeopleSoft HCM system (or similar HR system)
  • Working knowledge of Human Resource function and related Benefit business processes
  • Critical thinking and a disciplined approach to testing
  • Knowledge of Payroll processing and HR system Integration
  • PeopleSoft Query and/or report writing concepts
  • Understanding of PeopleSoft Benefits Administration processing
  • Experience working with vendors and 3rd party solutions
  • Master’s degree preferred

  • Knowledge of SQL and experience querying and analyzing data.

  • Structure and content of the English language including the meaning and spelling of words, rules of composition, and grammar
  • Principles and procedures for personnel recruitment, training, compensation and benefits, and personnel information systems

COMPUTER SKILLS

  • A high level of computer literacy is necessary for this position, including the ability to utilize complex requirements gathering tools and portfolio management systems.
  • Advanced knowledge in Microsoft Excel and/or Access
