About the Bureau of Management Analysis and Planning:
The FDNY Bureau of Management Analysis and Planning is headed by an Assistant Commissioner and is a direct report to the NYC Fire Commissioner. MAP consists of 4 units: Data Quality, Operations Research, Strategic Planning and Program Evaluation, and Internal Audit. Together MAP’s units provide administrative and analytic support to the department. The Data Quality unit’s primary responsibility is to ensure the quality of data and metrics for internal and external reports, creates dashboards and ad-hoc data retrieval from FDNY databases. Additionally, the Data Quality unit collects and collates agency-wide data for external reporting such as the Mayor’s Management Report, District Resource Statement and requests from City Hall, City Council and the Office of Public Information. The Operations Research unit aims to improve decision-making through the use of big data and advanced analytical methods including machine learning techniques, optimization algorithms, simulation and statistical analyses. The Strategic Planning and Program Evaluation unit serves two integrated functions: to engage leadership and subject matter experts in a multi-year strategic planning process to identify and prioritize projects and subsequently publish department strategic plans reflecting key goals and objectives; and program evaluation ensures the department’s priority initiatives are achievable utilizing quantitative and qualitative research methods, best practices, feedback via reports that measure and summarize a program’s status, progress, results and outcomes. The Internal Audit unit supports the efforts of department executives as these relate to program management and internal control by conducting internal audits, risk assessments, and preparing reports on the effectiveness and integrity of agency operations as required in the NYC Charter.

The Fire Department, City of New York (FDNY), seeks a full-time Data Quality Analyst in the Bureau of Management Analysis and Planning. Reporting directly to the Director of Data Quality, under supervision, with some latitude for independent initiative and judgment, primary responsibilities will include serving client data needs through retrieving, collecting and collating data for annual and ad-hoc reports as well as performing data analysis including internal and external reporting mandates; compiling descriptive analytics for agency stakeholders including Fire and EMS Operations, Fire Prevention, Fire Investigation, and other administrative bureaus; providing both qualitative and quantitative policy analysis, data visualization and metrics in support of tracking and evaluating Department initiatives and pilot programs; provide detailed reporting on equity and inclusion initiatives; and serve as a project manager to the Data Quality unit for tracking requests and the City Open Data and Equity initiatives involving metrics and data. Tasks include retrieving department data from Oracle databases, identifying and managing best practices for use of agency data, providing technical documentation of data management where needed and regularly interfacing with stakeholders to collect requirements and understand department operations and policies for analytical projects. The position requires demonstrated proficiency in SQL, Excel, Tableau and a good knowledge of statistical methods. Excellence in technical and policy analysis writing and communicating technical concepts to nontechnical stakeholders; excellent team player with strong communication skills and the ability to disseminate findings through written and verbal communication are essential to this position.

Minimum Qual Requirements

1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master’s degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.

To be appointed to Assignment Level II and above, candidates must have:

1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or

2. A master’s degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or

3. Education and/or experience which is equivalent to “1” or “2” above. However, all candidates must have at least a master’s degree in an appropriate field of specialization and at least two years of experience described in “2” above. Two years as a City Research Scientist Level I can be substituted for the experience required in “1” and “2” above.

Appointments to this position are subject to a minimum probationary period of one year.

Preferred Skills

Candidates will have demonstrated fluency in utilizing Python, R, SQL, and other scripting software utilized in data management and descriptive analytics. Experience with relevant statistical packages in Python, R, STATA, or other relevant tools. Data Visualization skills are critical, experience using software such as Tableau or other BI tools. Previous work or experience in policy analysis, research and publications a plus.
