The Executive Office for Administration and Finance (A&F) executes fiscal and administrative policies to ensure the financial stability, efficiency, and effectiveness of state government. A&F develops, analyzes, and manages the Commonwealthโs financial planning and resource allocation activities, including the Governorโs annual budget submission to the Legislature. Within A&F, the Federal Funds Office (FFO) is charged with managing and coordinating federal funds in a manner that maximizes federal revenue and minimizes compliance risk. This is a fast-paced environment that can involve high-pressure situations. Successful candidates must be self-motivated, adaptable, and responsible team players.
The Business Intelligence Analyst will support FFOโs Transparency & Reporting team improvement and maintenance of the FFO transparency website, and additional data and transparency efforts as needed.
Responsibilities:
- Data management, including organization, cleaning, storage, synthesis.
- Build and iterate on data visualizations designed to tell a story and let the data speak for itself while setting the direction for future reporting.
- Assist with designing the user interaction and experience for interactive tools and dashboards using business intelligence tools, graphic design software, and/or web design.
- Advise on best practices for data structure and analysis to communicate key messages accurately and effectively.
- Recognize and adopt best practices in reporting and analysis: data integrity, test design, analysis, validation, and documentation.
- Data reporting, including developing data visualizations as dashboards presentations for internal and external audiences using various applications such as Tableau, PowerBI, PowerPoint, etc.
- Research, including validating data sources and analytic parameters.
- Develop processes and tools to monitor and analyze model performance and data accuracy.
- Coordinate with different functional teams to implement models and monitor outcomes.
Required Knowledge, Skills & Experience:
- 1+ years of experience in data science, business analytics, business intelligence, or quantitative analysis (relevant work, internship or co-op)
- Bachelor’s degree from in data/information design, graphic design, computer science, fine arts, public administration, information systems, analytics, or related field
- Proficient with at least one business intelligence tool (Tableau, PowerBI, etc.)
- Experience using manipulating data and drawing insights from big data using statistical computer languages (R, Python, SQL, etc.)
- Ability to draw insights from data and clearly communicate them (verbal/written/visualized) to the stakeholders and senior management
- Proficiency in data lineage (sources of data, how metrics are aggregated, etc.); and how resulting business intelligence is consumed and interpreted by the business
- E๏ฌective organizational, analytical, multi-tasking and time management skills
- Ability to learn quickly, take direction, and work independently and to use creative, collaborative, and consultative approaches to resolve issues
- Strong problem-solving skills with an emphasis on product development
Preferred Knowledge, Skills & Experience:
- Proficiency with web design (HTML, CSS, JavaScript)
- Project management experience.
- Interest or background in public finance
- Masterโs or other post-graduate degree in related area
