JOB DESCRIPTION AND POSITION REQUIREMENTS:
The Graduate School at Penn State is inviting applications for a Programmer/Analyst 3 position. This position would be responsible for designing, developing, implementing, documenting, and maintaining software applications that are utilized by a broad user base throughout the University as well as by applicants to the Graduate School. The successful candidate will test, debug, install, and modify new or existing applications, and design and implement new features and/or integrations for existing software.
Responsibilities: The duties of this position include the following:

Work with users to analyze their system requirements; evaluate new tools and technologies to enhance performance

Configure and integrate applications with central authentication and other central services as required
-
Contribute to continuous improvement by adopting processes that improve overall efficiency
-
Maintain and support existing software by resolving issues or updating to current standards and technologies
-
Participate in code reviews and help with identifying and establishing code standards within the unit
-
Prepare and execute quality assurance test plans; follow test cases and established procedures for testing newly developed applications and feature requests
-
Install and configure development tools
-
Investigate data and/or program problems; determine source of problem and take corrective action
-
Reconcile data inconsistencies across The Graduate School and other Penn State Information Technology systems
-
Assist in weekly security audits and reconciliation processes
-
Provide guidance in resolving complex end-user escalation incidents
-
May lead portions of large tasks or projects and engage in project management practices
-
May be responsible for the leadership of large-scale efforts for enterprise-wide applications
-
May participate in the setting of standards for development tools and technologies
-
Develop technical documentation and instructions for end users
-
Stay current with emerging technologies and maintain familiarity with installed software standards and procedures
-
Provide technical guidance or direction to other staff
-
Take part in a help-desk rotation and respond to tier-one technical needs and questions as appropriate

Implement designed templates for The Graduate School’s public-facing informational website

Develop data reporting dashboards with tools such as Microsoft’s PowerBI
Education and Experience: This position will be filled at a Level 3, which typically requires a Bachelor’s degree or higher plus 4 years of related experience, or an equivalent combination of education and experience.

The successful candidate must also have effective communication skills with users who have a wide range of technical knowledge, from novice through expert.

The Programmer/Analyst 3 will work closely with staff members both within The Graduate School as well as with partners throughout Penn State’s Central Information Technology group.
The majority of The Graduate School’s codebase is written in ColdFusion with a Microsoft SQL Server back-end, but other technologies are utilized as well, including the Angular framework and Microsoft’s SQL Server Integration Services. Training opportunities in ColdFusion, the ColdBox framework, and the Mura Content Management System will be made available to the successful candidate. The position requires a creative individual with initiative, excellent judgment, and the ability to successfully complete tasks in a timely manner in coordination with multiple offices.
The Graduate School is supportive of a hybrid flexible working arrangement, but this position will require some on-campus work and is not fully remote . Questions related to work arrangements should be directed to the hiring manager during the interview process.
